% NAVAL OFFICERS LEAVING SERVICE I More Than 300 Have Resigned and Others Are FolI lowing PAY IS TOO LITTLE, SAYS ROOSEVELT Suggests Substantial Increases for Navy and Marine Corps. Washington.?With the resignations of more than 800 permanent officers of the regular navy already submitted to the department and more arriving daily. Acting Secrets ry Roosevelt began work on proposed legislation to be submitted to congress suggesting substantial pav increases for officers and enlisted iwn of the navy and marine corps. Present pay tables became effective in 1008- and have not been revised upward sirtce^ although civilian pay ha* increased substantially in almost evei y branch of work. High making officers who have given careful study to the situation hrlierre the efficiency of the navy ;s seriously threatened. Most of the resignations have come from the younger officers in the lower grades, the men to whom the ountry looks for the leadership of its sea forces in the years to come. These officers, receiving from $1,700 to $3,000 a year, most of them Annapolis graduates capable of earning much higher salaries ;n civilian life, say they find it impossible to support their families on their pay. Short 2,000 Officers. For the present, Acting Secretary Roosevelt said, no action will be taken on the resignations now on file, pending attempts to readjust pay tables. Annapolis graduates have been trained at a government expense of more than $20,000 each, he said, and even though other candidates might be obtained in the future to take their places, it would take years to train them. More resignations are now on file than had been received from the entire regular navy in the last thiity years. Since 1898 the average has been seven a year. Among resignations now awaiting action are those of more than 75 officers of line, 19i doctors, 25 chaplains, a score of supply officers and nine naval const! uctors. Mr. Roosevelt said a similar condition of low salaries applied to warrant officers, non-commissioned officers and enlisted men. National Guard officers and the mil itury departments of the various l States are requesting that the reorganization of the National Guard be placed on a basis which will make it such an organization as was maintained before the war. National Guard officers declare that the presenl requirements of a minimum of one hundred men will make it olmost impossible to organize National Guard companies, particularly in the sparse ly settled sections of the South, where protection is neccessary. The Governors' conference meeting at Salt Lake City, Utah, has the question of the National Guard under consideration, and it is understood that it will recommend that the companies have a minimum strength of sixtyfive men. "In the absence of Governor Coope?\" said the telegram, "who is; in attendance upon the meeting of Governors at Salt Lake City, and who is thoroughly in sympathy with the provisions of this telegram, urgcntffcr request regulations providing for a min ii.mm registered strength of sixtyfive for National Guard companies. This State also requests temporary recoffnition of officers who. Ariranized these companies, subject t<> later provisions, section 75, act J'^nc 3, 19H>.
