TWO GERMANS WEARILY MARCH HOMEWARD Demeanor of Men Seems to Have Changed?Wagons Seem Endless HINDENBURG ADMIRED LUDENDORFF HATED Returning' Soldiers Exchange Shots With Delegates of Council at Essen. Some interesting' accounts are now coming to hand of the arrival of the retreating German armies in the Fatherland. The impression one gains in Cologne and Dusseldorr, writes an observer, is that this is manifestly a defeated army. Day and night without end, trains composed of an extraordinary variety of vehicles cross the Rhine bridges, while wagons laden with foodstuffs, strow, bicycles, packs and munitions make an endless procession. This retreat of the German army in misery makes a stranger spectacle, is that the towns along the route a>v decorated as if for some high festival. There are flags in ail streets. Triumphal arches have been erected and garlands hang from the house-. Near the station of Dussoldorf is an inscription: "Wel.ome to Our Uneonqucred 11 eroes." The men are very weary, for they move by forced maivlies. One who witnessed Die pa -sage of the troops of the German 4th Army through Ai\ la Chapelle says ''We were all impressed by the fact these soldiers did not appear to regard themselves a> havinir been be alt n. ami wo were. struck by the absence of any bit to 1 feeling toward the Kaiser. Everywhere among- the men we found a general respect and admiration for Hindcnburg, but the hatred of von Tirpitz was great, and hatred of Ludcndorlf was still greater. Mr. Howard said ho believed an extra session of Congress would be necessary because the present session will be "so largely engaged in paying appropriations already authorized that it will not have time to do those things vital for the business and agricultural interests of the country." Strongly urging the defeat of the pending revenue bill, Howard declared he does not believe that the present generation should pay all the war debt. "The greatest need of American agruulture from a national standpoint is an efficient governmental system of marketing," Howard said. "The cotton situation will adjust itself as soon as the law of supply and demand has a free rein. Cotton is now selling for 10 cents per pound less than it will sell for by the first of March, if present conditions point truly to the market conditions." m 'With preliminaries of the new session disposed of, congress began work on the mass of appropriation and other measures now pending. fhe Quinine That Does Not Affoct the Head Beccune of its tonic n nd laxative effect.
