TWO CHARLESTON NAMED PORT FOR SOLDIERS Many Returning Troops Landed in South Carolina From Overseas MAY BE TEW MONTHS BEFORE ALL ARRIVE Last of Men Overseas Will Not Reach Home Before October. "Washington.?Boston, Now York, Newport News, Va., and Charleston, S. C., arc the ports the war department now planned foi use for the return of the army from overseas. Even with this wide distribution of the strain on port facilities and trans portation, however, and with German ships now idle in German harbors employed on the task, careful estimates show that the last of the army could not possibly reach the United States in less than eight months. Conservative calculations upon which preparations by the department probably will be based, fixed ten months as the minimum. These estimates have been made wholly on the basis of the physical diffciulties to be overcome and do not take into consideration the question of the retention in Europe lor some time of an American force which may be agreed upon at the peace conference. If the return movement already in progress is continued at full speed, the last division in all probability could not reach the United States before October. 1919. * Decision to route the troops to their homes through the four ports mentioned is understood to have been based on two main considerations. First, they have been equipped to handle the transports and the men. and. second, thev are the nat ural gateways to the country, each fed by an independent rail sy.-tcm ramifying back through geographically independent sections of the United States. By loading the ships as far as possible with men from the same general section, it will be possible, army officers say, to avoid cross carrying and disruption of normal traffic in getting the sohlicr. from the ships to their homes. In estimating transport tonnage available for the movement, officials have not only looked ahead to the new ships which will be delivered during the demobilization period by the shipping board, but also upon idleGerman ships, including two new and very large liners reported to have been completed except for some details of equipment. Among th^ German steamers is the Imperator almost as large a-; the Vaterland, now the Leviathan. The two new German liners are of approximately the same size as these cratt. Each of these four could carry nearly 10,000 men a trip. The German vessels eastboun?i would carry food supplies to be allottnil IA f./n'mii iu( vv v* vv vjviiiuiHjr, ? ISTATE ITEMS ; j OF INTEREST TO ALL SOUTH CAROLINA PEOPLE Movement of Puerto Ricans from Camp Jackson back to San Juan has been delayed about two weeks. There has been some influenza of a mild type at Winthrop College during the pas* two or three weeks. The dirt roads leading to and front Camp Jackson are being disused genet ally by transfer drivers and owners of automobiles. Authority has been granted the city of Greenville, through the State Coun cil of Defense, to resume the work of erecting an addition to the city hospital at an estimated cost of $125,000. Joseph Walden, a white man 70 years old and apparently well educated, pleaded guilty in the federal court last week at Greenville, S. C., to an attemnt to blow onen the nostoffico safe at Fountain Inn a week or so ago. Strenuous efforts to have the Thirtieth Division debark at Charleston on its rcutm from France in the immeo'att future was begun by Senator Christie lionet and Governor Manning. Senator Bcnet was advised by David F. Houston of the dpeartmcnt of agriculture that some of the nitrate brought into the United States for mun'tions manufacture would now be diverted to agricultural purposes. Retail grocers throughout South Carolina have been notified by William Elliott, federal food administrator, thai no profiteering will be permitted in the sale of foodstuffs so bong as the food administration continues to operate, which will be, in any event, until a treaty of peace is signed. Throughout South Carolina interest is being aroused in the proposed organization of a South Carolina branch of the Leagtie to Enforce Peace, for which purpose James \V. Gerard, former ambassador to Gor many, and several ofticials ot tac national organization 01 the League to Enforce Peace will go to Columbia to-dav. If it is, it will be the first great international congress with English as the official language as the French has long been recognized as the medium of diplomacy. Economic questions are coming prominently to the front in connection with the presence here of Herbert C. Hoover, the American food administrator, who was joined today by Edward N. Hurley, chairman of the shipping board. They conferred lengthily this afternoon at Colonel House's residence on food distribution and tonnage. France needs a considerable nmniint nf tnnnnrr. for thn iv>hnhi1i - tion of her merchant shipping lost luring the war and through enforced inactivity of her ship yards during the war. ? o - INTERESTS RAGSDALE. Washington.?Congressman J. W. Ragsdale of South Carolina came to Washington to look into the status of the Thirtieth Division of American hoops, composed of North Carolina, South Carolina and Tennessee men, and at present at Querrieu, France, under command of Maj. Gen. Edward 11. Lewis. There are three points which Mr. Ragsdale desires cleared up?teh bringing home and debarking at Char kston of these men, their mustering out either at Camp Jackson or Camp Sevier and the return of the bodies of those killed in action or who died from other causes. Mr. Ragsdale thinks there is no doubt that the men will land at Charleston and that they will go to one of the South Carolina camps to be mustered out. 50c This Coupon Wor THIS Coupon, if presented to in cash is good for a one dol HERBINE. PREVENTS SOLDIERS SPREADING DISEASE Washington. ? Investigation by Surgeon General Blue of the Public Health Service shows that there i^ danger of the introduction of disease by returnng soldiers. This was made known by J. H. Moyle, Assistant Secretary of the Treasury, who supervises health work. "Among the hundreds of thousands of ^soldiers who will soon be returned to this country, a number will be carriers of disease ordinarily not prevalent in this country, or not prevalent in that part of the country to which the soldier returns," Mr. Moyle said. "Surgeon General Blue considers the danger by no means imaginary, and explicit instructions have been issued to quarantine officers urging careful examinations of all units liable to be carriers of these diseases. o GIRLS! New York combines solemn Thanks giving with uberant joy in celebrating the greatest Thanksgiving Day the city has ever experienced. President Wilson's plans for attend ing the peace conference are all matuic'l with the exception of the day ami hour of sailing. His departure, however, is certain this week. Seven steamers, which according tc London dispatches will leave Liverpool within the next ten clays, wil return home practically all of the American troops now in England. Wealthy Germans and Austrians headed by the former royal families are selling their stockholdings at an;, prjee, fearing that the revolution wil result as it did for the wealthy fami lies in Russia, in the loss of their pri i vate fortunes. AMERICAN PEACE DELEGATES READ1 Washington, Dec. 1.?America peace delegation, headed by Pre; Wilson, is destined to embark an to be in Paris in time to start cor ferring with allied leaders aboi 1/C^CIII UL" I I*t. The president is expected to f> before congress Monday afternoo with his message. Whether he wi start the same night for Now Yoi en route overseas is not yet detei mined. These were the concrete develo} nients today here as to peace plans, But behind them other elemen( important from a political stan< point and interesting from an intei national aspect were taking form. In the first place, congress, or < least some of it, effervesced becau: the president had named himself i a peace delegate, at the same tirr cAnath in Uii, ki^ i/i iv- ovinia- All II1D DUU'tliWII Senator Cummins proposed to intr< duce a resolution next week where!: a senate committee would go to Pa is to observe the peace session, eve though it could not participate ther in. Some administration leade scoffed at the idea. Senator Watse talked of speaking next week again Henry White, listed as Republica whom he will claim is not real representative of the party. In the second place, it develop< today that the United States gover ment is giving no serious thought getting any real war costs or wi indemnities from Germany. Nor is there any serious thoug in government cjuartcrc of undcrta ing actual physical punishment the kaiser. As for the British discussion getting some war costs out of Gc many, this is held here largely to British political campaign materii Going further, the idea of Ameri getting any indemnities is regard as entirely academic.
