MAKES NOTICEABLE FINAL PRESENTMENT ' ' The Grand Jury is in Favor of Compulsory School Attendance in This County . \ , SALARIES OF TEACHERS ; SHOULD BE INCREASED Attention Called to the Duties of Township Supervisor Regarding Public Roads Tho Grand Jury last week made a final presentment which was much above the average Report made by Grand Juries in this County; and on account of the very important matters handled by this Report, and the high plane taken by the Grand Jury in regard to matters of great moment. the final presentment attracted much attention from leading citizens who heard it read in the Courtroom. c: 1 ... . Bowman: The Grand Jury herewith makes the final report for the term: (1) We have passed upon all bills handed to us by the Court and have returned (hem to the Cour with our report. (2) A number of petit ease which arc in the jurisdiction of magistrates have been sent up unnecessarily to tho Court of Sessions. It would appear from this that magistrates are neglecting their duty to try such cases. In doing so they waste time and money of the county. XVe recommend that magistrates of the county try these cases in which the punishment within their jurisdiction is sufficient for the misdemeanor. <o) A committee of the jury has investigated the physical condition and management of the Couri IH-ouse and of the Jail, and reports them well conducted and in sanitary condition. (4) The Grand Jury recommends to the Legislative Delegation (a) that it introduce and support in the General Assembly a law providing ffor compulsory school attendance in Unr>n: r*rnir?f\r fnr nnt" IpsK than t.hveo months in each year: and also (bi i that inncrcased facilities for coopera 1 tion between the State and County road authorities be gvien and increated appropriations for road c building and repair. t 1 O) The Grand Jury recommends * to the Legislative and school au- i thorities "having jurisdiction, that the salary of school teachers, espccally of the higher grades be increased to jeftnTorm to the increased duties of . . . . , .. > such positions and the lugner cosi ot living. ' i 1 <<?) .Many complaints reach the Grand Jury itself and the members 1 thereof of the neglect of duty by 1 Township Supervisors and the per- 5 t*mal observation of the members of jthe Grand Jur> indicates that such I complaints are well founded. In order to aid the proper enforcement of the law, we recommend to the County Hoard of Commissioners that aD pay of township supervisors be refused until each supervisor has divided his township into proper road sections, has appointed a competent road overseer for each section, and has recommended a proper division of road hands among such overseers. We also recommend that if these duties be neglected by any township untuiM-uftr for mon> than three oupvi f m w. ... months that he be removed from office for cause under the statutes, and new supervisor appointed. (7) We report that the Huggins Creek bridge in Floyd's township is in had shape and should be repaired before it becomes dangerous to the travelling public. (8) We report that no work has been done in Conway town-ship on the Conway and Cates Bay road during the current year. (9) We also report that no work has been done on that section of the S^oris and Camp Swamp road, between Graham's store and J. L. Butler's across Buck Creek during thr current year; and that said road is in very bad condition needed, both as lo its surface and as to groum bridges. We ippointed a committee consisting of: Mr. R. L. Lane, i Mr. Maybcrry Floyd, ' Mr. S. H. Harrelson, j ,vho made a preliminary survey o'' he work and found that the legislate Joint Resolution passed in 19 U1 provided for a sufficient investiga-, Lion to be made by the County Board i of Commissioners of Horry County nn or before Nov. 1st, of this year. This investigation especially of the. nr. flicl rii'1 < nf tho rountv. I necessitates a great deal of detail work which the Grand Jury did not feel should be duplicated by itself and the County Board of Commissioners. We therefore have left the completion of this investigation to the County Board of Commissioners and a copy of the report, as provided by the Joint Resolution will be filed with the next Grand Jury's report. This work is now being done and, while no fixed results can now t be reported, the method of procedure will give to the school authorities much needed information as to how the books should be kept as well as what figures should be used in a correct final settlement of school accounts. (12) Our Grand Jury feels that its advice to the people of Horry County to support in every way the President of the United States in our war against encroaching autocracy is unnecessary. But we cannot hut advise that every extra day's workj , that every dollar placed in War Saving Stamps and bonds, that every effort to satisfy the soldiers at the , front, that our people are behiru . them, should bo made bv each indivi , dual person in the county.
