' Must Prove Not Trying to Evade Service DISTRICT BOARDS GIVEN AUTHORITY TO DECIDE List of Industrial Classifications Announced by Bar uch. Washington.?The now priorities classification of industry announced yesterday 1 ?y the War Industries Poaid will not bind district draft boards in determining deferred classification on occupational grounds of men between the ayes of eighteen and forty-five years who registered Thursday. The hoard./ may determine that other industries are necessary, but in. granting deferred classification. th?\\ must satisfy themselves that the industry is necessary and further that the individual registrant is to the industry. These tact were diselosed by Provost Marshal (den. (dr<wder's plans for applying a more liberal occcupational exemption scheme in clarifying the new registrants, which was made public to-day, together with the complete text of the amended draft regulations and a supplement to the questionnaire explaining to r? gistrants the sections in which facts relating to their classification should be noted. Plan for Appeals. The i-cgulations provide that the Advisory Committees of three to each District Hoard, one to be named by the Department of Labor, one by the Department of Agriculture and the third by the board itself, may introduce at hearings on deferred classification the War Industries Board priorities list, but adds that such lists shall not be regarded as binding upon the District Board. Detailing the method boards are to follow, the regulations say a registrant shall he considered entitled to txempton only when "completely engaged" in an occupation the boards class as essential, when his removal would result in substantial damage to the enortprise, and when "the available supply of persons competent in the capacity is such that th'> registrant cannot be replaced without direct. substantial, materal loss and detriment to the effective operation, of the enterprise." j The regulations notify boards that they should consider the length of time a registrant has been in employment, and become convinced, before granting his claim that he "is not now .-.o engaged for the primary purpose of avoiding military s?- vice." The American steamship Dora, merly under tin; Austrian flag, was torpedoed and sunk on Sept. 4, approximately 400 miles off France, as the result of an attack on' a cargo convoy. The crew was saved. , The steamship was struck at 6.*?i0 I o'clock in the morning. A calm sea. enabled all the crew of eighty-five to escape. They were picked, up by destroyers. The submarines daringly took up a position about 150' yeards from the starboard side of the convoy column and about an equal ?tistance from tlia nearest destroyer and fired at the Dora, which was heading a column of three vessels. ? The outlook, reported1 seeing, a periscope just after the wake of the tor- > pedo was discovered, but nothing, more was seen of the submarine. The torpedo struck aft, throwing the cargo of army supplies as high as, . the mast tops, hut only one member of the crew was hurt.. The escorting vessels immediately dropped numerous depth charges whore it was believed the torpedo came from. Owing to the speed with which the warships acted anil the proximity of the U boat, it is considi ered possible that the submarine was 'either destroyed or badly damaged.
