Washington.?Measures to speed vp the draft program are in contemplation, and an official announoomor4 is expected soon. The intention is to meet the emergency in Kranc.\ I* ?. that reason 800.000 called this year will be called more rapidly than was previously planned. Arrangements to this end are in progress, but no suggestion that the 800,000 figure be ox ceeding during this year has been put forward at the War De partment. Reports that the draft would h" j raised from 800,000 men to 1 .*00.000, were denied. 1,500,000 by End of Year. There are now under arms here and in Europe more than 1,500,000 American soldiers. It is possible to get a total of j 1,500,000 to France by January 1, next, the best previous hopes of the War Department will have been realized and there still will be a force ot almost equal size in training here. It will be located in some Southern city, where frost will not handicap the work, probably in Wilmington, N. C., or New Orleans, with the chances favoring the former. The new yard will have three ways, each of which will be utilized imme- i diately in the building of a 8,500-ton concrete vessel, as plans, for that siv.^i of ship already have been prepared. Upon completion of those vessels tho plant will construct 7,500-ton ships, which are now being designed.
