TWO . _ MILITARY TRAINING FOR THE UNIVERSITY Trustees Approve Plan for Securing Government Course and Instructor. (Daily Record.) The trustees of the University of South Carolina in a meeting held Wednesday morning went on record as favoring military training for the institution. If the enrollment of 100 students, necessary for the class, be obtained, and its not thought that there will be the slightest difficulty in easily obtaining this many, or \ # more, the course will be given next > ear. A committee was appointed to take the necessary steps toward car rying out the policy adopted by the recent legislature of teaching agriculture in the university. The comiv:ittee consists of Dr. W. S. Currell, president of the university, J. E. Swearingen, State superintendent of education and David It. Coker, oi Hartsvillc, trustee. A building committee was appointed to handle the appropriation of the legislature of $40,000 for the building of a law school, in connection with the university, and $14,000 for repair work on the dormitories. Prof. Reed Smith, of the university, owing to his many other duties, was relieved as head of the extension work of the college. CAUSE OF JUMPS Boston?The recent jump in food prices here will be the subject o.' special investigation by the federal grand jury, United States Attornej George W. Anderson announced to ' night. The inpuiry, which will be ' gin next Tuesday, he stated, will be directed to determine "how far if at all these marked increases are due to acts obnoxious to the federal antitrust laws. The federal government proposes to use its full power bo prevent extortion." In a formal statement the distrie' attorney said: "It should not be overlooked thai many of these recent high prices are not improbably due to local interstate combinations. "With these, State, ccunty and city authorities and not the federal government must deal. "Incidentally it may be worth while to call attention to the fact that undei' no existing law, State or national, can some of the main causes for high prices be dealt with. Some of these chief causes are the following: Some Big Reasons. "The inflation of money due to increased gold supply. The per capita circulation of money in January, 1917 was $43, which is almost exactly double what it was 20 years ago. Commodity prices also have doubled in the same 20 years, in other words the increase of money alone accounts for the money cost of living being double what it was 20 year? ago. "The great European war is the most destructive force ever known in fho hi^fnrv rtf tnanlrinrl "All of the main food crops for 1916 except rice were somewhat below the average. "Inadequacy, inefficiency and lack rf coordination of our transportation systems greatly aggravate conditions -otherwise exceedingly serious. Probably the accumulation of freight at the ocean terminals and gateways during the last few days has made a bad transportation situation much worse. "Lest my statement of these general causes be misunderstood, I ihould add that they do not account for the panic runaway prices of the last few days. Those are undoubtedly due partly to the newspaper clamor, partly to panic and partly to schemes of exttortion which ought to be punishable by some law, federal or State." Governmental control of the country's food supply was recommended today by Gov. McCall in a statement which he fsftued after tw0 delegations of women had called at the State bouse in an attempt to see him regarding food conditions. Barker have been appointed by Gov Manning as county commissioners for Barnwell county. Gov.
