tunrif . PRESIDENT TO TAKE NEW ACTION AT ONCE Some Move in Connection With Submarine Situation Expected Immediatley ??? FORM NOT REVEALED IF DETERMINED UPON i 1 ( May Be in Arming or Convoy- J ing of Merchantmen or in Calling Extra Session. s Washington.?New action by Pres- ! ident Wilson within the next few days in the situation resulting from 1 the German unrestricted submarine ' campaign is forecast confidently in ! administration quarters. In tITe form ^ of the action has been determined < upon it was not revealed. The possibilities are the arming of American merchantmen by the government in spite of old statutes construed by some officials to prohibit such ac- ( tion; the convoying of the vessels by warships; the immediate calling of an extra session of congress; and the placing of American ships desiring to pass through the danger zone under the government control. Reports conveyed to the president during the day that the prospects are excellent for prompt and favorable action on his suggestion for a revision of the senate rules So that action can be obtained on an armed neutrality resolution were believed to bring the calling of an extra session nearer.
