TWO ALLIES MUST SOLVE SHIPPING PROBLEM Lloyd George Announces Sharp Measures to Meet Imminent New Need SUBMARINES BUSY WITH DEADLY GAME Total Tonnage of 25,000 Sunk Has Been Reported. Declaring that the success of the entente cause rested on the ability to solve the tonnage problem, Premier David Lloyd George, in the i . i> .1 ituuse 01 commons, r may, announced that measures be taken to achieve that end. The hunting down of German submarines by the navy, the building of merchant ships and the cutting off of non-essential importations he held to be the most important measures. Everything, the British premier declared, must be sacrificed to the conservation of shipping, which has been depleted greatly because of German submarine activities and the letting of ships to Great Britain's allies. He announced plans for in creasing iup lotui production at nomt1 through guaranteeing of prices by the government and the cutting down of the use of grains by breweries and distilleries. The premier said that the government would take means to increase shipbuilding and made public a long list of articles the importations of which would be prohibited. Coffee, cocoa, tea, raw fruits, except lemons and oranges, vegetables, hides, leather, boots and shoes of leather, wines and agricultural machinery are among the articles on the prohibited list. Importations of paper, iron ore and lumber will be reduced greatly. German submarines continued to sink entente ships. The total tonnage sunk as reported Friday was 25,456. This includes the French steamer Athos of 12,000 tons, which was sent to the bottom in the Mediterranean while carrying troops to France under guard of warships. One American, Robert A. Haden, a missionary m China, lost his life in the torpedoing of the Athos from which 1,450 persons were saved. All 15 vessels reported sunk were of entente registry, except one Norwegian ar.d several of unestablished identity. There has been no activity of importance on the battlefield of Europe. In the Somrne and Ancre sectors ad-! ditional small pains of ground by British troops are recorded by London. The repulse of*German raids in the vicinity of Armentieres also is1 reported. Arttillery bombardments j continue as usual along the remain- j dcr of the Western front. In Galiciu the Germans and Rus-1 slans have been engaped in isolated engagements.
