Washington.?Surprise was crcat?d in government circles today when the British embassy announced it liad received a cablegram from London, saying an embargo will be laid 3n all American tobacco shipments to Germany and Austria through neutral European ports after August 31st. It was stated that shipments bought and paid for to August 1st will be allowed to go forward through Holland. Ten days ago Great Britain modified her order blacklisting American tobacco shipments to the Central Powers, in order that Virginia, North Carolina and Kentucky exporters, might fill their conrtacts with the | teutonic powers. Her action in re-1 establishing the embargo means the loss of millions of dollars to American tobacco exporters who had made contracts with German and Austria concerns when Great Britain announced a year ago tobacco shipments would be allowed to go through to those countries. An Exchange Telegraph dispatch from The Hague says the loan will be issued September 4 and the interest rate will be five per cent, as in the case of the previous loans. Jachens, had been augmented by additions from the several othei ships of the line here. The Williehad departed in the early hours amid cheers from the other vessels. CONFEDERATE VETERAN KILLED DY LIGHTNING Greenville, S. C.?L. Whitfield Bridges, a Confederate Veteran, aged 72, was instantly killed by lightning here today. The m?ar.s for distribution of the share of this county amounting to $1300.00 in the Federal Relief fund of five hundred and forty thousand dollars, provided by congress in a recent ao. for the relief of sufferers from the recent floods; were organised here last week under the management of Mr. J. H. DuPree, the district Superintendent of the -relief work appointed under the act and 4V. C. Murrell, County Supervisor. The committee in charge of the fund and the work to be done in relieving the destitute was appointed as follows: u. a. spivey, Chairman, A. C. Murrcll and P. W. Bothea and members of the County board. The Legislation under which this relief work has been undertaken contemplates assistance under three heads, as follows: 1st?By purchasing seeds and distributing them to those who are in need through the Farm Demonstration agents. (See Mr. M. W. Wall.) 2nd?By furnishing employment on the public roads to those who have lost their crops and other property and are out of employment. The wages are less than the wages paid by mills and farmers for the same class of work in order to keep from interfering with those already established means of employment. Sufficient proof and certificates have to be furnished to the County Supervisor showing that the applicant is entitled to this relief. 3rd?By furnishing groceries and medicines to those actually in ne^d of these and who are unable to work. An applicant under this kead has to present a certificate to the merchant signed by the County Supervisor or the Chairman of the relief committee, Col. D. A. Spivey, showing that he or she is entitled to it under the terms of the law. The merchant is also bound by certain rules and he cannot take adantage in prices, as he has to turn in the certificate with an itemized bill showing prices etc. The fund provided by Congress is to be given away in six States from Mississippi to North Carolina, inclusive. None of the fund will be paid out after October 31st. Those who desire to apply for relief can communicate with Col. D. A. Spivey or Mr. A. C. Murrell. Morrison, a multi-milionaire recluse, was named as the real father of two girls here recently adopted, in proceedings before Judge Landis of the United States district court.
