On April 27th, 1 said in the editorial columns of The Florence Daily Times. "Public office is public trust; 'the public and private acts and public and private character, as shown thereby, of the man who aspires to public office and asks the suffrage of the people are matters of public concern and subject to public discussion." THAT IS WHAT 1 HAVE ALWAYS STOOD FOR AND AM NOW STANDING FOR. IT IS THE REASON FOR MY DISCI SSION IN THESE j ARTICLES ON MR. RAGSDALE'S RECORD. Ragsdale was nominated at the August primaries, 1912. He took his ' .scat the 4th day of March following, On that day he filed with the Clerk of j 'the House of Representatives of the I'nited States Congress the following notification in his own handwriting. (On form filed out in Ragsdale's hand and signed with his signature.) "Florence, S. C., March 4th, 1913. Hon. South Trimble, Clerk of the House of Representatives, Washington, D. C. Dear Sir: Please note that in conformity with provisions of H. R. 26321 of August 19, 1912, 1 have this day appointed R. E. Whiting to act as iny clerk, Sixth District, State of South Carolina. Yours very truly, (Signed) .J. W. Ragsdale. The United States statute governing the appointment of clerks foi members of Congress reads as follows: "That on and after April first, eighteen hundred and ninetythree, each Member and Delegate of the House of Representatives of the United States may, on the first day of every month during sessions of Congress certify to the Clerk of the House of Representatives the amount which he has paid or agreed to pay for clerk hire necessarily employed by him in the discharge of his official and representative duties during the previous month, and the amount so certified shall he paid by the Clerk out of the contingent fund of the House on the fourth day of each month to the person or persons named in each of said certificates so filed: Provided, That the amount so certified and paid for clerical services RENDERED to each Member and. Delegate shall not exceed one hundrnd dollars for nnv month dnrincr the session: And ni ovided fur ther, That the provisions of this resolution shall not apply to members who are chairmen of committees entitled under the rule to a clerk." WHITING MOVER PERFORMED A DAY'S SERVICE AS RAGSDALE'S CLERK IN WASHINGTON, but on the contrary, remained in Florence during the whole period, as Ragsdale's partner at law, and earned on Ragsdale's law practice. Ragsdale employed a stenographer at $00 per month, who was not listed as the law required, on the roll of the employees of the House, who did some of the work while the greater part of the work was done by young men whose appointment to pageships in the House Ragsdale procured, who were paid $100 per month for their services as pages by the Government but who did the work in Ragsdale's office which the Government was : paying $125 a month to have Whiting do. After paying his stenographer $G() 1 what became of the other $05?The Government Records do .not show. After two years, Whiting retired from his remunerative employment as clerk to the Honorable J. Willard Ragsdale and James A. Pettigrew cashier of the Farmers & Mechanics Bank, of Florence, owned and managed by Ragsdale, was appointed to fill the vacancy, as appears by the ode j rial directory of the House of Representatives. Since Mr Pettigrew's appoint I ment lie has never ceased to perform in Floren e tiie duties of Cashier and i has never performed any services as clerk to Mr. Ragsdale in Washington. | BUT RAGSDALE STILL DRAWS $125 PER MONTH FROM THE GOVERNMENT AS PETTIGREW'S PAY. Penny, of Florence, S. to a ? clerkship in Washington. The appointment was for MO days only. Ragsdale t forwarded to J. A. Pcttigrew, cashier of his hank in Florence, the oath of 1! office, which Penny, at his instance, signed before a notary public.
