Senator Tillman's arrival on a day when the program of the Southern Commercial Congress built around the themo of the National Defeu>e, in view of his recent speech before the Senate in favor of the administration's program for national defense wns most opportune . While the senior South Carolina Senator was in Charleston he visited the Charleston navy yard. With Secretary of th Navy Josephus Daniels, Assistant Secretary of War Henry R. Brenckinridge, Senator Tillman chairman of the Senate comt inittcc on naval affairs and Congressman Lemuel Padgett, chairman of the House committee on naval affairs as guests of the city, Charleston was a center of big military influence. Italians in Albania. The Serbians succeeded in making thousands of prisoners during their retreat before the Austvo-GermanBulgarian drive and 40,000 men who were captured by them, together with 750 Bulgarian, German and AustroHungarian officers taken prisoners, have reached Marseilles on their way to a concentration camp, a distance from the French seaport states. Further particulars regarding the Italian force sent to Albania with the presumed purpose of cooperating in the Balkan operations of the allies, state that the number of men already landed at Avlona is 30,000. The sending of these troops is regarded as pre saging operations on a large scaled according to a military correspondent Of the large force of Greeks that was static ned at Saloniki only one regiment of artillery and one of engineers remain, Athens advices state. Greek army headquarters are now at Kozhani, 55 miles southeast of Monastir. The Octtir.je war office admits S farther retieat by the Montenegrin iroops in tne jaanjaK region, where ! they have been resisting the Austrian advance. Further operations of submarines in the Mediterranean are indna'.od by the announcement from Lcndon of the sinking of the Italian steamer Porto ' Said of 5,167 tons, which was last I reported in Mediterranean waters. Although no figures are yet available as to the total amount subscribed to the Pro nth war loan, it is declared by Finance Minister Ribot that the number of subscribers was without precedent. The subscriptions from London, alone, he stated amounted to $120,000,000. Pleaded For Settlement. That America should work for an international organization to settle world disputes without resort to war, was the plea of two peace advocates I before the session of the Southern Commercial Congress in Charleston, while David Dubin, United States delegate to the International Institute of Agriculture at Rome, urged for the farmer to enable the United States to become prosperous in order to enjoy the "fruits of peace/' TAX NOTICE. These attacks were systematically and malevolently maintained and were only suspended after the vrit had been issued/* The attorney opposed the Globe's request for a postponement urging the court not to deprive the plaintiff of this opportunity to clear herself publicly. "The prosecution of Mrs. Asquith ' has been going on nearly a whole year," he said. "It began last spring in another newspaper, which the defendant doubtless would say was of a lower class than The Globe.
