After quoting 4 the State Department's protest ugainst the British orders in council in which the United States assumed the task of championing the integrity of neutral rights the Senator declared v it was now up to Congress to deter-. * mine what value it will be to the inf , tegrity of neutral rights for the Unitt A-O ed States to have become their chamU ' Tlinn I' ' y Th<? right of any belligerent to interfere with neutral commerce because the goods were eventually to go or come from an enemy country was emphatically denied by the Senator. "There is no custom or rule of inter national law to sustain such an excuse," he said. Neutrals have the right to trade with belligerents. Be^ ligerents can interfere with neutral trade only on account of the character of the goods or on account of a legally conducted blockade. The fact that goods not subject to seizure on account of their contraband nature will ultimately reach the enemy of a belligerent gives no right of interference with those goods." , ^ He declared that Great Britain did not pretend to blockade the ports of Germany on the Baltic against Norway, Sweden and Denmark, but nevertheless vessels carrying goods belonging to other neutrals, if destined to German Baltic ports are not permitted to reach the straits separating Denmark and Norway and Sweden. Blockade Illegal. * "Great Britain simply seizes the vessels carrying cargoes owned by citizens of neutral countries whether going into or coming out of the ports of northern Europe," he said. "Tha* this blockade of neutral ports is ille gal can not he questioned. "The blockade of neutral ports has been and is a deliberate disregard of ft \ neutral rights by Great Britain. There can be no pretense that it is sustained by the customs of nations. Indeed there is no such pretense. It is a bolo, reckless disregard of that freedom of the seas, which is the right of neutrials by the customs of nations and the rules of international law. I c FIVE HEAVY FIGHTING ON SERBIAN FRONT Germans and Bulgarians Concentrating Against Allies FRESH FORCES SENT THROUGH SALONIKI Entente Powers Show No Disposition to Abandon Effort*. 1 ? j London, Dec. 8.?With the Serbian armies in retreat behind the Albanian and Montenegrin frontiers, it was reported last week the bulk of the German and Bulgarian armies is being concentrated against the allied armies holding the southeast corner of Serbia. Heavy fighting has boon in prog ress there for many days. There is no confirmation of hints from various sources that the French troops have been forced definitely to abandon the position held by them since the beginning of the campaign. The fall of Monastic and the southward progress of German and Bulgarian forces, however, have placed the northern wing of the French expedition in a precarious situation, and withdrawal form the angle formed by the Vardar and Cerna rivers apparontly has begun. Constant arrival of fresh forces and war materials at Saloniki give evir donee that the allies have no intention of abandoning their efforts. Although the Germans have announced the capture of Ipek, Montenegro, the pusuing Austrian and Bulgarian armies evidently are confronted with a harder task on the Montenegrin frontier than elesewhere. The Montenegrins to offer stubborn resist ance. ... i In Albania the Serbians appear incapable of organized resistance. Even an orderly retreat is made difficult, as the Serbians are encumbered with large numbers of civilians and prisoners, and according to some reports, have been set upon by Albanians. The latest despatches state that the French are bringing; heavy guns into action in the Strumitsn section, causing the Bulgarians to retire with heavy losses.
