Morgan complains that ho had been prevented from executing war cou-1 tracts and that the United States neutrality board has prevented him J from sending sea-going launches to England, although he says the same! board permitted the sending of 10 submarines to England which were contracted for by others. The existence of graft in this country is charged by Morgan in connection with the shipments of goods from here to England which are re-shipped to Scandinavian countries and Holland, ultimately reaching Germany, and he predicts that if American merchants "refrain for six months from this practice the Allies will win complete victory and it will he unneeesj sary for the United States to spend millions on defensive operations." C. ' 1 AGENT OF BRAZIL BUYS SEED HERE Will Introduce Columbia Types, of Cotton That He Likes METHODS ARE CRUDE NOTHING BUT THE HOE Expert Loaned by Washington to Southern Republic Talks, of His Work. (The State.) Edward C. Green of Rio <le Janeiro director of the "servico do algoda?,"* or cotton service, of the Brazilian, department of agriculture, who is in this country to study improved methods and implements for cotton culture, spent yesterday in Columbia, *is principal mission here being to procure for the Brazilian government seed of the Keenan and Columbia long staple upland cotton types, developed by R. C. Keenan of Columbia and l)r. H. J. Webber of California. Mr. Keenan had on hand but 200 bushels of the Columbia seed and being under contract to furnish a eon, siderable quantity to tKo federal government had to procure a release before he could supply Mr. Greene. The Washington experts, however, consented readily to Mr. Green's request by Wire that he be allowed to take 50 bushels of the seed for use in his experiments in Brazil. "Loaned" to Brazil. Mr. Green is from Brownsville, Texas, and was in the service of the United States department of agriculture as a collaborator in cotton breeding when a request came to Washing' ton from Brazil for the "loan" of a i cotton expert. During the three years since then, he has been engaged lq promoting cotton culture in northern Brazil along modern lines, He came to this country about six weeks ugo to study new method*, buy impvov^ seed, and order implements. He left Columbia last night and er.pects to sail from New York about December 9 for Rio. "Cotton is grown over a considerable area in northern Brazil, both along tlie Atlantic coast and in. the . interior," said Mr. Green, "but the strains are mixed, cultural methods are primitive and no implement is used but the hand hoe. There are vast areas of fertile soil in regions the climate of which suits cotton admirably and except for the leaf worm and some stain no pests are as yet en- ^ countered. One of my present duties V in this country is to buy chemicals and apparatus for the spraying of cotton plants. Brazil hasn't boll weevil menace. Industry Unorganized. Most of the cotton produced in Brazil is grown by Indians in patches, mixed at haphazard with corn, manioc and rice. It will take many years to train them in modern methods. Cof fee planting is highly organized and in some districts sugar planting has also been brought to remarkable efficiency, but cotton growing lags far behind. Numbers of experienced planters from the United States settled in Brazil after the War Between the Sections, but the operations they began languished after the abolition of slavery in the eighties and the strains of seed they introduced have degenerated.
