TWO FRIENDLY NOTE SENT BY GERMANY Conciliatory Attitude to United States on Issue of the Frye Case NO INTERFERENCE WITH OUR SHIPPING Unless They Carry Contra-! band, When Rules of Sea Will be Observed. Germany, in its latest note in tho; Frye case, notifies the United States that orders have been issued "to the; German naval forces not to destroy! American merchantmen who have load j ed conditional contraband even when the conditions of international law are present, but to permit them to continue their voyage unhindered if it is: possible to take them into port." Germany gave this assurance in order to furnish to the American government evidence of its conciliatory attitude" while the question of interpreting the treaty of 1828 is submitted to arbitration. The American suggestion for the naming of experts to fix the indemnity for sinking the Frye is accepted. As for absolute contraband, such as arms and amunitions, Germany states in its note that "it must reserve to itself the right to destroy vessels carrying absolute contraband wherever such destruction is permissable accord ing to the provisions of the Declara-. non 01 London." Favorably Received. The German note is regarded by of-, ficials as evincing a more friendly! spirit on the part of the German foreign office. After months of strained relations between the two countries it was received as a very favorable development. It practically insures American vessels against attack without warning and even in the event that they are carrying absolute contraband, passengers and crews are bound, according to the Declaration of London, to be removed before there is any destruction, which also can occur only in the event of extreme necessity. o When a man boast about being selfmade the job isn't finished, ((r 1a*I. ? -O Recent Robbery at Kulonia, \ TU ~ c:?a - me uist news ot the robbery at Eulonia to reach Mullins last week came at 5 o'clock in a telephone mes-; sage from Sheriff Dozier to Rural Policeman W. K. Brown, instructing him to be on the lookout for suspicious parties, and advised him to proceed to Smithboro where he should inspect passenger train from Marion to Lumberton, when it reached there at 7:30. Mr. Brown also made search at 5:40 of train No. 14, from Poston to HamJet, when it reached that junction. The store of S. V. Davis, the postofficei and the depot were entered by robbers! and goods to the amount of several hundred dollars were stolen. From the postoffice cash to the amount of $30 or more was stolen, and from the store of S. U. Davis, about two dozen i watches, valued at more than $200, were stolen.
