A Washington special to The New York World says: The manifest ind&ferences of the Berlin government toward the last request sent by the United States for a satisfactory reply to former protests against the submak rine warfare of the German admiral Ixy is causing more concern here than is apparent on the surface. American officials and foreign diplomats are perplexed by the failure of g Foreign Minister von Jagow, of the German imperial government, at least to indicate his purpose to reply to the note of July 23 presenting the final comment of this government regarding the destruction of the Lusitania and other acts of German submarines in violation of international law and the rights of humanity. +So far a3 can be learned, the State Department has not received any assurance through Ambassador Gerard that a reply may be expected, as is customary in diplomatic usage. As a matter of fact, since the dispatching of the note no Word has been received . from Ambassador Gerard regarding other than an acknowledgment from Gerard of its receipt and the impressions which have been reflected in the comments of the German newspapers. While the President's note did not in a sense call for a continuance of the correspondence, it was assumed by the officials of the United States that a reply might be expected within a reasonable time, or at least some formal atfttouncement on the part of the German government indicating its purpose to change its marine policy to conform to the requirements of the situation. It was believed by officials of this government that the concluding paragraph of the President's note would inspire the Kaiser's government to an rffcunce such a change of policy or at least to present additional reasons for not doing so. That paragraph was: ' "Friendship itself prompts it (the United States) to say to the imperial government that repitition by the com I manders of German vessels of acts in contravention of those rights must be regarded by the government of the ISKhited States, when they affect American citizens, as deliberately unfriendly. ' ( While there has not been recurrence of attacks by German submarines on vessels carrying American passengers and cargoes, and there exists the gen- i eral belief that the policy of the Ger- ( * man government has been quietly al- tOTed to prevent a repitition of them. American officials and foreign diplomats unite in the view that something more is required by the attitude of the i United States .
