A contract was closed whereby certain sections are leased of the old State dispensary building, controlled by the Columbia Warehouse and Transfer Company. Senator McLaurin, in discusssing the warehouse act said that the county supervisors of Aiken, Sumter, Ham ^berg, Greenwood and Hampton counties were authorized to provide by lei\se, purchase or construction, warehouse facilities for at least one-third of the average cotton crop during the past five years, and could use the ordinary county funds for that purpose (^j^He expressed the hope that these i counties would take advantage of that portion of the act, and said that he [ could then lease and operate these I warehouses, or that the counties them I selves might operate them as county I systems, and get the benefit of State I warehouse receipts for use as collat|#2il. 8 Only Local Appointments. I Tn discussing the matter of appointments, Senator McLaurin said the impression had pone out that ^^Hhe had a large number of appoint^^^Bucnts to make, the result of this im^^^Birj^ssion being that he was deluged ^^^Hvith applications. If anybody failed Ho receive a reply, he said, he hoped I^^Hhcy would not take it amiss, as he ^^^Hus not sufficient clerical force to Ieply to all of the applications that re coming in. fte said that he bad no need for a irpo clerical force in Columbia, and Lcn if be had such a need, there was bt sufficient appropriation to proide for it; that he had made four bpointmcnts, and that any other ftp IK ENTI C0NWA1 ublic Sale. AY, pointmcnts that were to come would be in the various counties, when a warehouse is taken over by the State, and that in such cases he proposed to consult the wishes of those owning the warehouses, who must give bond to guarantee the weights, grades and delivery of the cotton, and that it was absolutely useless for application to be made to the central office?that these appointments would be largely local. . Senator McLaurin said that he had been investigating the cost of erecting emergency warehouses, and that the Globe Iron Roofing and Corrugating company of Cincinnati were offering to furnish in carload lots, at a minimum weight of 40,000 pounds at all junction points where the rate is 24 cents per hundred, the 29 guage stand ard 2 1-2 inch corrugated iron at 2.G4 per square, with virations of 2 per cent; and in less than carload lots where freight is 44 cents per hundred. $2.72 per square. In order that those interested may caluculate how much it will take to inclose a house, he said j that the material is 26 inches wide and is finished in lengths of from 5 feet to 12 feet. The 12-foot length, . however, is 10 cents per square extra. The price of corrugated coping, or ridge roll, is 4 cents per foot. ^ This will give some idea to those ] who buy at retail of about what they ought to pay. Senator McLaurin said , that if he got any lower prices he would make them public. Advises Holding Cotton. ' 1 Senator McLaurin strongly urged ' that farmers hold their cotton. In this j connection he said: ] "I urge the farmers to hold their cotton until arrangements can be ^ made to warehouse and finance it. If 1 they sell the cotton they may lose it 1 and still owe the debt?lose the asset * while the liability still stands against 5 them. 5 < "I am pushing forward just as fast as I can, and call attention to the fact that this agitation has caused such a holding, movement as was nevor seen before in the South, and the advance in the price of cotton, in the \ face of untoward conditions, demon- 1 strates that we can succeed, if we do j not lose our nerve and be stampeded. "Hold your cotton until the world < begins to realize what the reduction 1 of acreage will be in 1915. Little relief, however, has come for the men in the trenches, as the artillery and rifle fire has been replaced by a severe November storm. In some parts of England the storm has become a blizzard; on the sea a heavy gale rages, and the battlefields are getting their full share of wind and rain. For the most part the opposing armies have been content to shell each other at long range, but the Germans have made several attacks around Ypres, which, according to the French general stafF, have been repulsed with heavy losses. Extensive defensive works have been erected along the Ypser Canal and the French armies are holding that line from the Belgian border south of the Oise and pushing forward approach works which place them in a better position for cither defence or offence.
