To one -ho is acquainted with school work this condii iou tells an eloqueat story of inefficiency. No teacher can do his best work during his first year in a position. He must get ac quainted with the children and find out what they IlwW. I do not know where the fault lies. I hear that many trustees have deliberately adopted the policy of changing teachers every year. Nothing could be more fatal to good school work. In one of your schools. I found a bright boy in nis eleventh i year who named five teachers which he had had in five successive years. He was reading in the first reader. His failure to progress was the nat? ..rd outcome of the disastrous policy of changing teachers every year It the fault lies wi'h the teachers of Horry county, I trust that i hov wi;l be impressed with the desirability of staying in a position long enough to accomplish something dc.fiiLite. A public ! opinion should be developed in { Borry eounty which will bring into school every child of school age. I believe that Horry county could follow the example of Rowan county, Kentucky and develop a system of night schools for adults which. prevails so largely in some sections. A little organization and thorough co-operation on the part of your teachers could bring into the dis- j trict night schools many parents who ' did not have opportunities in youth 1 and they could at* least learn to read and write. The example of Uncle1 Billy Long, wnom I had the pleasure of meeting at Ebenezer, should { be an inspiration to every man in ; Horry. Mr Long is now seventy-; nine years old. He has been super- j intendent of the Sunday school at Ebenezer forty-two years and is re- i vered and loved by every one who ! knows him. He tells me he was { grown and married before he learn- j ed to read. By his own efforts he ! nas remedied the defects and has become a power for good in his community, J should like to see Horry county develop this system of country night schools for adults. It would make the county famous. I Horry is a large county. You , cannot, ennftrvisft the schools effect V.VUUWW I ively during your brief school term In Iny opinion an efficient woman, as supervising, teacher whom you could seud to schools taught by inexperienced teachers and who could assist these in the organization of their schools and their methods, is very much needed in Horry couu y. This supervising teacher could also act as county organizer for the . School Improvement Association and could direct the work of your "Home Makers' " clubs. I can get from the Peabody fund $-50 to help provide such a teacher, if the county can raise $350, to provide the remainder of the salary and traveling expenses of such an assistant. I hone that your legislative delegation can arrange for you to take advantage of this offer. The most pressing need of your county is for trained teachers. I j believe that the Conway High School c should arrange to institute a teach- j er training course in charge of a competent training teacher whose purpose should be to provide elementary instruction and practice for country teachers. For this purpose I am recommending a legislative appropriation of $500 to ten counties cf the State. I trust that something may be done in this direction.
