We take it and so state that if Mr Felder is guilty of graft in connection with the original winding up commission of the old dispensary; if he has violated the etheics of his profession and has been unprofessional in the conduct of the cases in which he was the leading counsel; if he has used the power, the irfluence and the credit of the great State of South Carolina to throw around the greater and self confessed criminals the protecting arm of the law in order to persecute and convict the less guilty and the innocent, as has been publicly chu ged, then the law should exhau6t its every resource to bring him before the bar of justice and make him suffer the extreme penalties in order that justice may be vindicated and the majesty of law vindicated. If he should prove Mr Blease guilty of all that is charged against him, that would not relieve the name of Mr Felder from the ndium which now flurrnnnda ft nr?r clear bis character from the suspicion which now besmears it. LEADS IN SCHOOL PROGRESS Prof Tate is Enthusiastic at th? Wonderful Possibilities of Horry and Writes Interestingly Concerning a Few of Them. My Dear Mr Brown: It is my custom after visiting the schools of the county to make for my own benefit a brief record of the impressions received on the visit and to send a copy of these notes to the County Superintendent of Education for publication in the county papers, if he so desires. First allow me to express to you and ihrough you to the people of Horrv county my appreciation of the courteous hospitality with which I was met in every district which we visited. In all my journeyings I have never met a more hospitable people. I hope at some future time to have an opportunity of spending a month in Horry and may then have the privilege of accepting some of the numerous invitations which were extended to me last week. I have already expressed my opinion as to the resources and possibilities of Horry county. Ia my opinion this county is destinied within the next ten years to show the greatest progress and the greatest increase in land values to be found in South Ca-olina. The soil is fertile and Is adapted to a large variety of crops. Artesian water may be bad almost for the asking, and the best of all the county is increase in land values to be found in SouthCarolina. The v>hite population of the county, according to the last census is 20 325 and the negro population 6,670. With the exception of Pickens county, Horry contains the largest per centage of white population in the State. When compared with her neighbors this fact is doubly significant. Horry is yet a county of undeveloped possibilities. These resources should be systematically advertised in Soulh Carolina. The large tracts of land should be divided into sma'ler farms and sold to home makers from other sections of South Carolina and the United States. The county should, be especially attractive to wbile tenants who are now cultivating rented lands in the Pee Dee section of the State. Horry offers to these an opportunity of acquiring lands while they may yet be obtained. I was pleased to note the diversification in crops which is to be found in Horry county and trust that the people will always avoid a tendency to any single crop. TJhe exclusive planting of cotton is the chief cause of ignorance and illeteracy in South Carolina. The harvesting of the crop frequently keeps our children out of school until ihe first of January. Properly diversified farming will put them in school by November 1st and will at the sametime bring prosperity to us all A drive of sixty miles through the county convinces me that some radical improvements are needed in your road laws. We traveled over freshly worked roads in many sections. This work evidently is being done at this season to get ia the nime before the end of the year The second state of the road is worse than the first Good churches, good schools and good roads are true prime necessities for progress in any community. We cannot afford to neglect either of them. The relation between roads and school attendance is very close. The attention of the whole State is directed toward Horry county because of her educational progrrsduring the past few years. In 1910 she received aid from the State building fund for eight handsome new school buildings. In 1911 eight applications for buiiding aid have been received and aid given to five of them. The exhaustion of the building appropriation has delayed in three districts. Horry county now stands first in the State in the number of districts levying a spe cial tax. Fifty-four of the ninetyfive districts have voted a tax and the good work shows no sign of stoppage. During tie p st twentyfour elections have been carried and several petitions are now pending. This willingness to help herself has enabled Horry county to draw nearly 14,000 from the State treasury under the Term Extension Act. The counties which have not yet voted a . tix should arrange to do so at once.
