Kclit.or THURSDAY Jl'INC 8, 1911 There some people who are careless about throwing truck and re refuse about the premises, allowing water to become stagnant and a prolific breeding place for the disease carrying mosquito and the filthy deadly house fly. Apparently they have no regard for sanitary conditions and by their indifference in this respect they are criminally nogectful of the health of the community in which they reside. Such people should be taught a little civic pride by a modest fine, just by way of a gentle reminder that the public has rights which the individual must respect. It is impossible for the authorities to keep the place clean if people will persist in such practices 1 "THERE IS A REASON." What's the trou'oh ? This bridge has been lho talk of ; this section of the county for a 1 ng; time and the want. ''There is a reason." Wha* is it? Will not the reason, when known, demonstrate the foll.v of a government by commission? MISUSE OF THE PARDONING POWER. At one time in the course of human events we had an abiding faith in the majesty and supremacy of the law to eniorce its mandates in reference to the punishment of crime and meeting out justice to the criminal because we had a reasonable assurance that convicts would bo made to sutler the penalties for ttu ir misdeeds and the sentence of the cous t vindicated. But recent events in our ?rand old commonwealth where the love of the law is paramoot and the enforcement ot rder is necessary for the protection of the life anc property of the cit:zin, our faith in the ability of the court to puni, h crime according to the 1iw and the evidence has somewhat weakened,we confess. When convicts are turned loose to again prey upon a community regardless of the nature of ih crime for which conviction was had, and, too, instances without even entering upon the sentence of the court It is time for an intelligent, and law loving people to stop and ponder the questions, uWhither are we drifting, and what will bo the end thereof ?" At least one deplorable effect is plainly observable in the misuse of the pardoning power as a rewatd for the services of personal friends or for self aggrandizement and political advancement is that It removes the fear of the law HPS?. ~ th: from the criminal class of our citizenship and is an incentive to those who are predisposed by nature to com mil crime to break the law with impunity because they are taught to believe that a pardon will immediately follow a conviction, and in this expectation some of them, at least, have not. been disappointed. The fear of the law is society's most potent protector and society is| tho strength of all government, spiritual as well as moral. Debauch and disrupt society and government itself will totter and fall and from its ruins anarchy will split gup and flourish. This has been the history of government in past ages, it is (lie experience of ihe people or tIk present day and generation and will be that of those vet to come till the end <f time. The beginning cf the downfall of a na tion is the failure to punish criminals by the mism-e of tho pardoning power.
