source that a petition is being circulated,
or is being prepared for circulation,
for signatures asking for
an election on the question of dispensary
or no dh penstrry for Conway.
We understand further, t-Lat
many who have heretofore been opf
po^ed to the establishment of a dispensary
at Conway are behind ihe
present movement and are pushing
it for all it is worth. If there is
such a petiiion in circulation a diligent
inquiry has failtc to locate it
It seems to us that the ccmmittecappointed
by the General Assembv
to inquire into the question as to
w hose duty it is to appoint a special
judge to preside at a term of court
in case the regular judges are engaged,
went a far way out of its
way to give Governor Blease a slap
in the face. There are three departments
of our government whose
functions are separate and distinc t.

the Executive'enforce the la w. In
interpreting the la\. the committee
arrogated to itself prerogatives, vest
en solely in the Supreme Court, contrary
to the plain mandates of the

Fee Bill. We are of the opinion
that these criticistns are more the
result of a improper understanding

unjustly censure iho physicians for
insisting upon a fair recompense for

point, is that, considering the
amount of labor, its ner/o racking

to all ihat goes to make up iho happiness,
