WANTS TO BORROW $30,000 In a Loiter Addressed to the Ilorry Delegation in the General Assembly the Commissioners Make this Announcement.?Grand Jury Recommended It. Without any intention of being ^ drawn into a controversy with any one on this subject, but simply as a matter of information to the readers of the Herald in particular and the taxpayers of the county in general, we. make the statement, based on u letter from the County Hoard ol Commissioners, which we publish below, directed to the Horry delegation in the General Assembly that the county is $9 000 in debt and that the Commissioners ask further, a loan of &i0.U00 from the State Sinking Fund Commission. The most of this money is intended to be used in building bridges and upon the roads which are worthy i objects, but then the plan b not the most economical one within reach of the Commission. We are informed that the most s.tenuous opposition to the t'ood roads bond issue came < from the Supervisor's office, yet of the two plans we submit as a i matter of cold (calm fact, the bond I issue would have proven the more I economical of the two and at the 1 same time would have given better results, lr. view of the opposition of the Supervisor's office, to the1 bond issue, there is some anxiety and a great deal of interest m ini- 1 fesUd here as to what attitude the Senator and the Representatives : wdj^iake in reference to this borrowing matter, especially so when \ we consider that some of the very i men that opposed the bond issue : are seeking the assistance of those , who favored it to help pull the county out of the mire of debt into which ! it has been placed. "We recommend that our delegation in General Assembly provide either by loan or levy for Horry county's past indebtedness." Ward and myself, I have got Mr Ward irdicted for slopping up a public neighberhood rodd that should have been tried last criminal court but Mr Ward got it put oil'. The one that was in question before Magistrate Sweet ou the 8th is known as the Old Chestnut Avenue and since mv remembrance has been about as public as any county road. About four years ago, Mr Ward wt hold of the land at the ford of the swamp where these roads come together. Mr Ward got hold of the W. JI Elliott farm, the Agariah (y IT farm and the J J. GolT farm. Those roads come between those farms. Mr Ward has built fences from one to the Tther of these Melds which make about on? mile of fence. One of these roads he has shut up, the other he has two gates across, one of which, up to a day or two before this trial was the most miserable thing that any man ever erected across a road and called it a gate. It was to tote out and back when itj was opened and shut. It has never i had any way of fastening only to rest on the ground uutil about three ! weeks ago. fie has a rail there to ! i f iii ! I am judgiug from the racket that you keep raising about that little inconveuience thai you are put to at the depot in Conway ? something that dont bother me a a bit, for the reason, that 1 don't live in Conway, nor near there But I do live near the Like Swimp bridge and 1 want to use it, but 1 am practically cut oil from it by R J. Robert Livingstone, Sr., a life long resident of Little River township, in tbis county, died on last Saturday, December 17i.b, the in'erment taking place on Sunday, 18tb. Mr. Livingstone was at a v^ry advanced age at the time of his death, and up to a short time before his last illness, his grasp of business c Hairs was remarkable for one c f iris age. Mr Liv ingstone's wife preceded him to the grave by a number of years. Mr, Livingstone was throughout a long life a leading cit'zen of that I portion of Horry County. During the latter half of his life, he was engaged in the mercantile business, and was successful as a merchant He was always identifid in educa tional movements, and movements of every kind looking towards progress and development. Our members should not become discouraged at one little "rebuff", 'out should meet the issue squarely and give us the relief demanded by the grand jurv, Supervisor Murrell aud his Doard. We hope that our leading business men, the Horald and the Field and Mr J. O. Norton will all pull together and the now railroad from Muinns to uonway wou.u do an assured fact. It would mean so much for the development of our county, VVe hope that Mr Norton will become interested, for Van has the determination to carry his point honorably if possible, but otherwise if necessary. However, it cannot be denied that Van is a good writer, and perhaps knows more about the county government in Horry and conditions generally than any other man.
