appropriates large sums for the
improvement of the rivers and harbors
of the nation and annually pays

for transporting the mails. Both
of these measures are meritorious
and consequently deserving of all,
and even more, they get from the
government and no reasonable person
objects to them because they
are ?recognized essentials to commercialism
and the improvement of
our waterways so as to supply transportation
facilities for moving
the raw and manufactured farm
commodities to and from market
But, then, there is another matter
in which the government is as
vitally interested as it is in improved
inland waterways because
they are used daily by the government
and toward the maintenance
of which it contributes not a single
penny. The public roads of
the country deserve and demand aid '
from the national government because
they are used by it as post,
as well as when occasions arise a.1 ''
