They all played ?ames and had a jolly time, after which the pies were iold, cake and 1< monade were served, and then there were two prizes given r to the girl and boy that'got the most votes. Mr H L. Editor Herald: I am by promise, due lon^r i* letter from Columbia. 1 have to offor aD apology for not writing soon er, especially as i promised when I left Horry The reason for this dolay, possibly, is carelessness or perhaps forgot fulness, as ail who have been keeping up with the doings of the Legislature know of the junketing trips made by the entire delegation to the three great col leges of South Carolina. These trips, it is true, were very great enjoyment, it seemed to the entire delegation of both houses, and demanded by the Trustees of said Institutions to witness the immediate administration, and to inspect same to arrive at a safe verdict as to the real merit and profit, they were to this great Common wealth in the education of the masses, and I suppose otherwise to get sufficient up propriation But still, 1 did.somewhat doubt then, and do yet, the wisdom of such procedure at the expense of the State indirectly, to make these varied expeditions They were great trips, that no one will deny, I am sure, to any one We'l, this day one week, according to concurrent resolutions, the legislature will adjourn and no one but thoso who have been standing guard can tell how proud we will be when the session is over. In this connection 1 vvdl say here that there are but very few of the members who do uot go home oil and on, during the session. Now, to give you an idea of what has been done, locally first, then to some of the more important State measures, as follows: Our delegation worked to amend the fence law, which provides that feces built be-1 fore last winter of wire, palings or i otherwise, on a ditch 1-2 feci; high provided stock do not cro^s same, a lawful fence, with same provisions ( as last vear's act not to apply till 1911, to give every one a chauce to become tamiliar with satoe before present act becomes obligatory 01 binding. Furthermore, we have passed a bill submitting to the qualified voters of Horry county to vote ' one hundred thousand dollars in < bonds to build good roads in II jrry. A good many, 1 am sure, will not ( like this measure with me, as I do I not like bonds, but one thing about ] it, you don't have to have them un- : less you wish But one question! we agree altogether, that wo need 1 good roads. Now, as to the bill introduced ! lowering warehouse charges. Tnis 1 was killed on an unfavorable re- 1 port The warehousemen, together with a kind of upper ten crowd, 1 stamped it to death regardless < f 1 my efforts It is, it seems absolutely impossible to get admeasure of this kind through. It has a great deal of opposition. With tbe exception of a slight, change in the voting precincts and a bill concerning the working of public roads, which has not yet passed the house, is about all 1 remember. The most important measures of : State wide improtauce, 1 now recall, were those of compulsory' education, State wide prohibition, which I supported but both io-tou'. Apart from these were the GarrU Appropriation measure for rural < schools which prevailed in the house and the 11 \drick law which wa>!i killed. So, as you see, the mortgage ' law is ( ITectiva from lirst of year, as before. One of the grea est debates ocori 'A mnnciifn ?\v?. y . ing to vote a million dollar of bonus to buy, build and equip an insane asylum, away and apart from Columbia, which was defeated. Th ?so who took part, in this debate we.v-: Messrs W. C Harrison, T. P Cothran, Tom Pra/.ier and Tobias, who advocated the bonds. Tnose opposing were: Messrs M I). Sml'h, J. P. Carey, Dr Sawyer and Patterson. The present state of this ma ter in the house is ohis as the oill passed: To build a homo for the uegro portion of insane a few miles away and separate the two races Then repair and renovate old ouildings for whites at present place to relieve congestion or crowded condition. The Horry delegation has been working for and favoring a demonstration farm movement which has been taken up with Piof Williams in the ( flice of the Secretary of Agriculture, who promises in a day or two to go down and appoint a man to take charge, who is to be a farmer, and owing his form, at $75.00 per month for seven months in the year. Mr Williams is very much interested and with Col Sp vey and all others who should be concerned, ought to make a success of this work to the benefit of all Horry farmers. We further pro vided $100 00 to fully establish a boy's contest in corn raising there, which is an annex work for County Superintendent of Education. Permit me to say further, that I congratulate myself upon being one of the first to agitate the cotton seed oil mill, which I have understood since coming Columb'a, is a certainty at Loris, S. C. Rhodes is spending this wee" on the northern markets selecting a large line of dry goods, notions and in fact nearly all lines of general mcchandise wiih which he will open up an entirely new business at Loris, within the next few days. Mr. Rhodes is a young man, j but he has quito a long experience in the mercantile business, and by his fair dealing and courtesy to customers has won the good will of a large and growing trade. The new business will bo conducted in the Rhodes Bros, store, formerly occupied bv that concern until such time as a new store is erected. A Mucli Needed Work. Members of the bur at Conway have requested the members of the Legislature of Horry County to introduce a bill in the Legislature to provide for rcindex ng all of the old records in the Clerk's office. The old records were not very well kept, not having been indexed in the best manner, Many of them having become tangled and virtually lost, so that unless they are properly taken care of now, the time will come when they will bi valueless. It would save a great deal of time in searching for titles, and it would be a groat thing, not only for attorneys, but for others who might want to use the ofiiee. They have promised to introduce tho bill, and it will provide for the selection of a competent man to do tho work at a stated salary, not exceeding a certain sum. Armory Co. "11" Conway, S.
