Heforo going to the Legislature 1 was importuued to make the license law for peddlars higher. 1 found that there was already a law governing this matter, and I think the county commissioners should refer to section 1743, Code of Laws for South Carolina, Vol. 1, and put at least $50 ou each alien peddlar, or a better way possibly would bo to put them out of out of business altogether. It looks like a hardship upon those who equip themselves to furnish the necessaries of living and have to compete with a lot of peddlars who scrape the whole country over and sell to people who know no bettor at extravagant prices, and pay their faro with a pocket haudkerchief or a towel. Such foreign impostors ought to be stopped, aud 1 think the sooner the hotter. So its up to the County n j i ' - lAjinuussionerB to :ooic uu this law and act accordingly. Let us hope that, for the interest of every one, our new set of County Commissioners will look after this matter and act at once so our circulating medium will not be diminished longer I by this crowd of peddlars who scourge the county and carry all the money otT somewhere else. I also desire to sav a word or so in regard to the phosphate interest of South Carolina. There was a bill in the present session of the Legislature to create a commission to thoroughly investigate the condition of the phosphate deposits of the State and to report at the next session of the Legislature the presumable amount; and, the advisability of the State engaging in the mining industry and in manufacturing the products and furnishing it to the farmers at cost and expenses. Some advocated letting the convict labor of the State be engaged in this work; others claimed that it would never accomplish the thing intended; that the poor, wno mostly need tho benefits could not pay cash at oven a reduced price, while others said it would never do for the State to cnguge in such an industry and come in competition with individual manufacturers. As for myself I favored the measure and wanted tho bill to pass, but it was threshed out on the floor and killed in the House. It does appear to me that if these phosphate deposits were at this time, with all the activity and progress put in com petition with the trusts, it would bring more than 25 cents per ton I sincerely believe they would even bring iwo or three times what tho.v do now. I believe that if the State had have had this commission to investigate, and had there have been a sutlicient quantity found, it could have oeen leased at least 50 cents per ton or more. Therefore, as all know, the 25 cents per ton goes to Clemson college, it would leave an additonal 25 cents to relieve tho tax conditions. In regard to the State never having engaged in mauufact uring an output for the farmers, there can at least be no harm in the State getting all it can out of its own resources. But 1 wish to say right here that if a member of the General Assembly was imbuded in all knowledged sufficient to dictate in everything needful in State laws and fail to get others to see things as he does, he is helpless and can do nothing. However, I still cher ish the hope that tho crooked ways will be made straight and that our masses will some day get justice. Now, in conclusion, I would like to answer Road Overseer, who addressed a letter to your paper of date January 28, instead of sending it to me at Columbia. He passed a bill through the Senate, which was continued in the House with lots of other measures until next session, which provides for bonding Horry for one hundred thousand dollars to build roads, the question to be submitted to the qualified electors at the next election.
