Quattlebaum has been appointed special A cent of the Con sus Bureau, for the purpose of re porting the number of bales of cotton, produced in this county and he lias consented to collect these statistics from each oia iu the county at three stated periods. The laws of this State now require ginucrs to "keep books in which shall be entered a full account of all cotton brought to their C'nsi with tho date and the name of tlie person brin#in# it, which books shall be open to inspection." It should, therefore, be easy for the ginncrs to uivo the do sired inf ir mat ion, and it is to be hoped that they will do so. The object of the Act of Congress provividin# for the collection of this information by the Government is to cive reliable statistics as to the size of the cotton crop, and thus provent, as far as possible, specula-, lions in the staple, based on unro naote estimates. That this will cnnurc to the benefit of the cotton growers of the South is evidenced by the hard light which the Southern Congressmen had to make to get this legislation through Con gross at the last session. To make this information really valuable, however, it must be accurate and reliable, and these ends can only be reached by the co-operation of each cotton ginner. In turn, the Department will furnish each ginner givingsueh information and through him to his neighbors bulletins, as soon as they can be published, giv ing the exactjnuinber of bales ginned in the whole cotton belt up to that time, with a reliable estimate of the balance of the crop to be gin ned. This will put die farmer in possession of this information as soon as it can bo secured by the speculator, and he will he in posi tion to decide for himself whet lief to sell or hold his cotton. The reports herein referred to must include cotton ginned up to and including Saturday, Oct. 18th, and must be sent in not later than Oetooer 20th. to Col. Quattlcbaum.
