THURSDAY EEH. 13th . 1Q02 Statk candidates hip coming out in force ulrondy and the cnuopaik'n next summer premises to be lively. i 111 1 . Tiik farmers of the county are preparing to plant lar^c crops this year and it is said that the food crops will be more largely planted than they were last )ear. We hope our farmers will have a j<ood crop year and will be mora cheerful next Kail than they were lust. in - i u k wish io aee the acreage of tobacco increased this year. The industry pays better a.s th? planters understand ino^e fully how to cultivate it and prepare the vreed for market. There is no question that it pays some of our farmers better than a cotton crop. I'r.Kn.M's the short crops last year, have something to do with the increase of the population of the mill villages. We dread to seo the people leaving the farms and going to the factories We are sure that it would be better for them not to be so eusily discouraged and remain on the farms. There is some hop? of independence on the farm, while there is none in the factory town, r-rr ... Tim work of draining the town of Conway still goss on we are glad to say. While the means at hand will not admit of doing very much at once, the work can go on a step at a time, and by keeping on long enough, the place can be thoroughly drained. The necessity for better drainage grows v i.li the population but luckily the income from taxes increases in the same way. Tiik House of Representatives refused to pass the child labor bill lust week, a small majority against it however. The friends oi the bill predict that it will pass ? without any trouble next year, but in our opinion this State will uot bo ready for the radical legislature for rnaDy years to come. The bill had its strongest support from mere sentiment it seems to us. At this writing the fish bill Intro duced by Representative McCallof! Florence is still pending in the Senate. It secius to have found some bitter enemies in tho higher ..house who are bent on putting an end to it or loading it down with amendments which will render it almost useless. It has failed to awaken the interest there thut it should. A Bii*h, allowing farmers to sel) the products of their farms in cities and towns without payment of any license therefor has passed the House of Representatives by almost unanimous vote, and is pending consideration in the Senate. Some of the cities charge a high license for the privilege of peddling meats, fruits and vegetables, thus enacting a hardship upon tho farmer*., The bill is intended to prevent this in the future. It is expected that the bill will become u law. T!k- I(icralp and Comoner one The law against vagrancy should ' l>o enforced with tnore strictness than it usually is in sonic sections of the State* Hardly a day posses i that we do not see membors of Unit class of persons, who spend their! lives wandering through the world with no established place of rcsi- ; donee, and no visible means of g i11 irg a living except by theft and ' bogging. The world contains too' many of such people and the.v seen to bo incieasing. The law sin ni l be more strict and then enforced to the letter. Some of the members of the I.** islation are opposed to the lice.i*o to do business in this State grand <1 io mo v irginta i ;aronna rncmiiMi Company, on the gtound tlinl tin company would be prevented f???ti carrying out its contr els for ths; year, and the farmers as aeons (juonce, would not be able to obi t t In ir fertilizers for this yo?r. 'i li revocation of the license could not have this effect in our opinion- The j contracts wou d be tilled just lla i same by the smaller companies who would bo compelled to scparah from the trust and start up business ! again on their own account. ! Chii.d i.abob legislation uttcinpts to dispute the fact established by nature that the father and mother are the best custodians of their children. By pushing such lejri- lotion the Legislature d< clare ; in effect that a large portion of lie fathir.s and mothers of Sou h C .i o Una a e incapable of that feeling which would cause them to give to their children the very best advantage* permitted by t hoi means. When it happens that a father has bo little feenng for his child that he will overwork it in a cotton factor living on its wages while he idleabout the streets no I? ir s 1 ati ri in tile woild c.m instill good mora s Into the heart of that parent and Ik will still ill treat his child in the face of any amount of statute book?. Nothing to be Done Now. The stock law seems to be ugila ! ting the public mind in sever;* sections of the county, judging b the many loiters and enquires hein: received by members of the Legis laturc. Some of their letters urg that the time is ripe for the ' no fence law" and ask for its enforce ment in the county; others stm that the dcodIc of the countv ar not ready for it, thut it would pos tively ruin some of the farmer and certainly injure all. What i the representatives of the peoph to do in such a case as this? Human in favor of it and his neigh I o? obstiuately opposed to it The false statement, that th > pre sent law was limited in effect t twenty years, has, by some mean gained ground in some neighbor hoods a id caused much unrest, as i was supposed the limit had altnos expired. As we have stated before this is an error, and we do not so how it originated. The Senator and the Represent a tivea have decided that it, will be best to let the matter rest just at this time, and no action of an\ kind will betaken at this session of the Legislature. There are no bilk pending on the subject, and there are nouo talked of by any of the members. It has been decided that the furiosi way to settlo the question in tliL county is to submit it to the ballot box To pass an act to this clTocl would be an easy matter, but the county delegation do not feel like taking thi* step even, until it has before it somo expression of the will of the people, showing that they wish the matter submitted to them in this way. Whenever the people desire it they can readily make known their wishes by petitions or in some such easy way. No petitions have been submitted, and there ha* been no expression of a j desire to have the question put to a vote. The Lien law. The usual bill to repeal the atfri- j cultural lien law was introduced in the House of Representatives this session, by Representative Kiblor. i The author made quite a loiqf spec, h in favor of his measure last week uidntf the usual arguments. Of , courso, the bill will oe killed, as its , scores of predecessors have been. There are some pretty strong ar-u j meats made in favor of the repeal of the law, but it seems to us that there are stronger arguments on the other side. If the farmer is able to manage his business without resort to the agricultural lien, ho is not compelled to mortgage bis * crop Perhaps the condition of our farmers would have boon hei tpi* had the lien law never been enacted, for then they would have learned j how to got along without it, and would, perhaps, havo used better ' plans of economy and management, v so that their business would havo been in such condition that they \ would not need advances from year ' to year. There are so many who would n ?' ho a ' run ?!uir farms no* withi \.i i < t on our a^i'i culi .? '.:! , ,? i of 1 !:o 1 i i i i . spivud f |f ili i' t 'I' . i . .1 w il not ^ ii-lv i ?
