The advocates of this measure seem to forget that there are thousands of little children all over the State, outsido of cotton mills, who have to labor just as hard, get just as little schooling, undergo just as much hardship, and deserve the attention of the legislator just as much as the factory chil drcn They forget thu generality of the poor children and confmo their attention to a class of them nnl if The present session of the Legislature is full of hard work for the members. Much legislation of recent years is under the ban of the recent opinions of the Supreme court declaring that the special acts in relation to the jury law and some other subjects, is contrary to the letter and spirit of the constitution. It will require much labor to straighten out these matters and formulate general laws for the whole state. But after thi*, session, the work of the General Assembly will be light, cr, as all special acts on the subjects named will be killed as soon as introduced. A commission was issued last week to the Horry Land and Im provement Company, whose authorized capital is $10,000. One of the principal branches of this business in which this corporation will en gage, as we an informed, is the purchasing of reui < ^tute and the erection of impro\ inents thereon. In our opinion there is no better time than now for the ! .inching of just such an enterprise. New busi ' ness enterprises are starting up and growing constantly bringing new people to Conway. Every available dwelling house in the town is occupied, some of them by two families. There is a great need of houses to rent, and the demaud is growing. Such an enterprise as the one herein mentioned should succeed and we believe it will. It is generally predicted that this year will be hard for the majority of the small farmers of the county, on account of the short corn crop of last year. It is said that the farmers in some sections of the county have scarcely enough corn to last them until March. This is a condi tion which must be met by the best means at hand. It appears to us that it, wnnlfl hr? !i imr\A ..Inn ^ - - , - V - ^ V ?? Pj X/V/VI J/IUU KV plant a large oat crop this spring. Some of our farmers have not been in the habit of planting oats at all, others plant them every year and regard them as a profitable crop. Let those who have not been in the habit of planting oats at all, get their lands in readiness, and raiso a large crop to help tide them over th hard season ricCall's Fish Bill, The House of Representatives, last week, parsed McCall's fit-h bill, which as originally introduced reads as follows: "Sec. 1. That after the approval of this act, it shall be unlawful for any person or persons to use any & teine, gill net or trap for the purWm pose of catching fish in any of the s public streams of this State..'" "Sec. 2. Any person or persons v violating the provisions of section 1 of this act shall bo deemed guilty of | a misdemeanor, and upon eor.vic ? tion thereof shall be fined not less ^ than $300, or imprisoned not more than three mouths, or both, in the discretion of the court and that one-half ?f the fine imposed and col lectelshall be paid to the prosecutor who furnishes evidence to con vict the offender " t Several amendments were added ' to the measure but ii was passed 1 substantially as introduced. I If this measure runs the gauntlet \ of the Senate and become a law, it f will operate to the good of the scores 1 of small fishermen who cngaDc in '] catchiug shad every spring with dip i nets in the waters of 1*00 Dee river u and the Waccamaw. The gill nets ( used near Winyah Day have neaily ruined the business of the small fish- ( ermen, and if.allowcd to continue (. will do much toward the extermina v lion of shad. The advocates of the bill hope to see it become a law. Buckspor tbriefs. ' ( I). T. Mclveithan of Lumber, S. C. was here otic clay last week. Miss Nola Haiti win, of Hallsboro, i N. There is lots of talk of late about the "no tenee law", and all seems \ to be in favor of it. It would be \ the best thing for the* farmers.
