Many now subscribers have been added to our list since last January and we f<>el very much encouraged, Wo \ i ' bo able to make the ITerald a better paper as its patronage increases. The recent trouble in Georgetown is but an index to what may happen at any time where the blacks outnumber the white people. Many of our colored people are hard working and law abiding citizens, and especially is this she ease among the older class. Tne better class of colored men should exert their influence over the turbulent element that is springing up for by so doing they can prevent lawlessness and mob-violence and perhaps the final destruction or emancipation of their race. Oijk population has rapidly in creased (luring iho last few years and is rapidly increasing now. The increase in population and the marked development of iho county demand an additional term of court to be held each year in June. At the recent term of court not more than half the civil and criminal business was cleared from the dockets. A number of criminal cases of importance were continued until Spring term. The witnesses for the State in these continued cases were present at court and remained scleral (lays waiting for tlio oases to be tried. J lie witnesses have 1o he paid their per diem and mileage just the same as if the eases had bton tried. In some instances the State's witnesses aiv paid for attending court three terms before the ease is tried. We have examined the books of Dispenser A. C. Murrell, and are pleased to state that the same are neatly kept, and in every respect ( satisfactory, both in regard to the | | manner in which they are kept, and f rovenuc derived therefrom. I I'pon examination of our public <_ buildings, We find that the Court J] House is entirely too small to ac- ; comodate the demands of our fast in- \ creasing population. We deem it i unwise and expensive to add to the j old buildiniLr in its delnnidnted eon- / (lition, the walls are badly bulged ( and we deem it unsafe, to attempt $ to'enlarge the same. We receom- t mend that the court appoint a com jinittec of three from this body of the Grand Jury to confer with the County Supervisor as to the best method of building a new court house, a either by issuing bonds, maturcing ? ten years hence, or by levying a special tax therefor and that said committee is hereby authorized and directed to negotiate with Mr. Joseph Todd the owner of the adjoining property, for the purchase of the same, or to secure a suitable site elsewhere in the town for the erection of said building with sufficient room for Public Square. We have examined our jail and are sorry to report that the same is in a very filthy and unsanitary condition, and would recommend that iminc diate steps be taken by the proper authorities to have the same thoroughly cleansed, and put in a more sanitary condition, and that sufficient bedding be supplied for the comforts of its inmates. The public roads of the county are in fair condition so far as reported to us. We would call the attention of the County Supervisor to the need ed repairs of the Simpson Creek bridge. We find the Galivants Per ry bridge in need of immediate attention. ?> v recommend i iiai i lie uounty Supervisor have all the bridges of the county over ten feet long ballustered and well braced. Wo find the poor of our county fairly well cared for. We find that many of the Magistrates of the county in sending up cases to this court bind over many witnesses unimportant to the case in question, incurring considerable expense to the county. We recommend thcrefoie, that in all such eases, the Magistrates be hold personally responsible for the per diem of all such witnesses. Wo recommend that Mr. f! M. Johnson our expert be paid three dollars per day for services as such exnert at this term of the?ourt. In conclusion we would tender our thanks to your Honor, for the clear and comprehensive manner in which i ~ you have instructed us as to our du- j ties, and would express our appreei w ation for the courtesies shown us by w the officers of the court.
