the fiscal year of 1802 Oil, the Secretary
of State compiled Ids annual re
poitof the charters issued during
the year and a remarkably ^ood

year. Less charters were issued than
during the year before, but the ag
gregate capital Jnvested in them ex
ceeds the preceding year by over two
millions of dollars.
Last year 121 commissions wero is
sued with a total <>f TO charters.
This year 122 commissions went out
with a total of 72 charters. The
aggregate capital invested in the Tit
companies inaugurated last yeai, including,
of course, the increases in
capital stock of several concerns
previously chartered, was ?-1,060.750
as against $7.4111,000 for this year.
This is a good showing, but it is in:
possible, of course, to mil from these
liguivs whether the various concerns
have been making or losing money
on the capital invested. It shows,
however, that the people of the Sta'c
have not been afraid to invest their
money in new enterprises and that
South Carolina is still keeping up in
tlie onward march of progress.
The Attorney (leneral has nearly
completed his annual report. It will
be one of tho most interesting to be
issued this year. The teport of the
Attorney (leneral on the Port Loyal
and Augusta railroad case, resulting

occupy a good deal of space. In this
report, toe, will bo found a sketch of
all the caces in which tlie legal do
partnient of the State administration
has been concerned. More cases
have been handled by the present
incumbents in oflice than by any predecessors
and the summary will be
interesting. The report will show a
very heavy bill for the printing of
briefs, etc , in all these cases. There
has been so much of this that the
appropriation has been insullicient to
meet the bills.
Adjutant General Farley and Superintendent
of Education Mayficld
are both hard at work finishing up
their reports and expect to have
them through in time.
