This is a View of Senator Buticr's Political Progress. Charleston Sun. The strange admission is made in the Washington correspondence of our local contemporary that Senator Butler "is making considerable progress in his Senatorial campaign by reason of a judicious distribution of such patronage as is placed at his disposal." It is a very common thing, no douht, fur Senators and Congressmen to use their patronage with a view to their own political aggrandizement, hut it is not so usual to exploit the fact in a newspaper. Since a boast is made of it as having been judiciously done, however, and that, "considerable 1 progress" has been made by the Senator in his campaign in this way, we | are free to say that we do not see how such conclusions can reasonably be arrived at. Take Oil Coughtnan the Lexington lyncher, as a shilling sample of tho Senator's judicious selection, from a political standpoint, of a l>oneliciury of the pulie patro nago. | In the incipient')' of the ' Ueform" success, Cal had some inlluence in the ranks of the crude cohorts of the new political regime, lie was a blatant blatherskite, fresh from the L?xington lynching, proudly oxhib ili tig tho blood stains accquired in! that honorable service, and in the eyes ot his inexperienced and less notorious colleagues be was .something of hero, lint he was all mouth j and no brains and when his over j weening vanity led him to re-j gard himself as a bigger man than old lien and to "buck up agin" the Governor quotations on him in the "Ueform" ranks suddenly sank below par. Then Senator Butler picked him up and helped him to a salraied place in the I'nilcd States Senate, which was quite a promotion from the humble duties of piscatorial perambulator of some kind to which ho had been assigned in the State by the Ueform administration, and iti which it is to bo hoped he will do due honor to the State to which he is accredited. We scarcely think, however, that this very lucky circumstance for Cal will have a nronortionatelv rodonndinrr 1 I _ J fA iii bolstering tlio cause of Senator Butler in the Senutoruil campaign. It lias seemingly been Sentntor Butler's policy in most of ?ho other instances, <s in this, to pick off some supposed light in the ranks of his natural political enemies as a "judicious" subject for political patro nage, but wo fail to see the virtue of this policy for the purpose that I has been stated. It cannot particularly please his own political kith and kin, and, so far from making any inroads into the ranks of his opponents, it seems to he the signal for them to drop a "Reformer'' whenever Senator Butler picks him up. Unless this scheme is too deep for our comprehension Sen tutor Butler's "progress" is like that of Hamlet's crab?backward. Washington Post. It was undoubtedly the intent of the legislators who framed the act of .1 uly 14, 1S81J, commonly known os the Sherman law, to repeal the ""tire first section of the act of Hubnary 28, 1878, although in terms it repeals only that part of it, which requires a certain monthly purchase and coinage of silver, leaving untouched the provision that follows: "That there shall he coined at the several mints of the United States, sMver dollars of the weight of 112 1-2 grains troy of standaid silver, as provided in the act of dannary 18, 1837, oil which shall ho the niut ciinni'oni'it.l>A.in . l-.-l I ..w .Vww ??*av? wiijai 13 v t i | / UI VJII r> J?1W> I'K'U by the said act." The Vobrhees bill now pending in the Senate, and the Wilson bill which recently passed the House, simply repeal tlipt portion of the j Sherman act which legalizes the pur , chase of silver bullion and the issue of Treasury notes thereon, so that in , case the Sherman law is abrogated, as the bills now stand, the first clause of the first section os the act of 1878, as above quoted, remains a* heretofore unrepealed, and it is claimed in certain quarters, would practically authorize the free coinage of silver. Upon the other haml, it is held) that of this clause simply defines tlie | weight, devices and superstitions of the dollars to be coined under the act of 1878, to the effect that they shall correspond with ttiosc ef 1817, it is only a legalization of the coinage to the limitations which follow, and without which the section is in com plete. He would be a bold Secre tary of the Trersury who should in terpret this mere fragment of a law, as embodying authority to undertake the free and unlimited coinage of silver. However to avoid all uncertainty or possibility of contention on this point, it would be well to so amend the Voorhees bill as to provide for the repeal of the entire first section.
