I lias made a report to Commissioner Lochren as to the progress so far made in the investigation into pension frauds at Norfolk, Virginia. The investigation began May Ctli last, and up to this time fifteen nr* 1 rests have been made for violations of the pension laws, and before the investigation is concluded, some time next month, it is expected that fully twenty additional arrests will be made. The report shows viola- | tion8 of nearly all of the pension laws, and include pty jury, making false claims, false certificates and ' affidavits, land legal fees. The principal offender is said ?o be W. R. Drury, a pension attorney at Norfolk, who procured a large propotion of the applications for that, section upon false evidence. Drury is new serving a term of one year in the Norfolk city jail for making a false claim for pension. His term will expire next December when he will be immediately rear "rested ami tried upon several other j serious charges, the punishment for which will ho a term in the Albany penitentiary. A calculation made upon the basis of 105 cases recommended to be dropped from the pension rolls, | shows that fraudulent pensions gran i ted to Norfolk claimants under the act of June liT, 181)0, aggregate $54,074. Norfolk county claims not allowed and pending have been recommended for rejection, amounting to about *100,000. San Francisco. June 21.?Confirmation of the death of Senator behind Stanford has been received. IIo died at his home in Palo Alto. The Dispensary .Meddle. The State. A strange story comes from York county. A gentleman who was in the city on Monday night made the statement that in that county the board of control was going to establish four dispensaries under the provisions of the act. The strange part of it is that lie states that the board is going to establish one in YorUville, the county seat, which is a dry town, despite the fact that the law does not permit of any such proceeding. Ilo made the statement that the board had already appointeed its dispenser and had elected the place for the dispensary to be located, several hundred yards from the ho tel in the town. lie states that the people signed the petition all right, knowing that the town was a dry place ami that there was no law to establish the dispensary. I le further says that the board intended to estab lisli one in KocU Hill which is also a dry town. The Postmaster General's Rules. The following are the rules followed at the Postollice Department with reference to the appointment of Postmasters. 1. The appointee mutt reside widi in the delivery of the postoflice, and that he did not estiblisn his residence for the purpose of securing the appointment. 2. That he must ho the choice, as far as the same can bo ascertained, of a majority of the patrons of the ollice, that is, a maioritvof those who ? v " * I ^receive the largest amount of mail matter, etc. 1. That while ho will always give respectiful and p.oper attention and consideration to the opinions and recommendations of Senators and Representatives, he cannot permit himself to be conclusively hourd by tliern in making appointments.
