Tlic Columbia Journal, Washington, 1 >. t\, Mar IT.?'llio rumors which have been in circulation in the interior department during the last several weeks, which bring in serious question the official integrity of W. K. Si momls. late commissioner of patents, took a tangible form today bv the filing of formal charges agrinst Simonds ami Foster Freeman* attorneys in this city f ir the I ?e 11 Telephono Company, alleging improper inspection of the secret tiles in the celebrated Drauwbaugh telephone cases and the unlawful taking of copies therefore for the private use of Simonds and of the Hell Telephone Company. It also alleges collusion in the matter, which also involves the official conduct of Chief Clerk Hen* nett, of the patent office. Tho Commissioner is requested to issue a rule upon Simomls and Foster & Freeman to show cause why they should not be debarred from practicing before the patent office. flic petitioners are Church & Church, who stand high among the patent lawyers of this city. v/nu muiun ago i i)arcli iV tnureli sent a communication to com mission er Seymour embodying these allegations in a general way without, howover, specifying names, and asking that the investigation he had. I p to this time no report as to the commissioner's findings has been rccieved. Managing a Wile. Manage? What is that? Does it mean to control? We manage a horse. Wo use our superior human intellect to control and guide his superior physical strength so us to obtain the best results. Ih.t a wife is not a horse. Where two persons are properly married, the wife is superior to her husband in as many respects as lie is sup erior to her in others. If happiness is to ho the result of llio union, tho first business of the husband is to manage himself so as to keep himself always his wife's respectful friend ulwavs her tender lover, always her equal partner, always her superior protector. This will necessarially stimulato the wife to bo always an admiring friend, always an effectionate sweetheart, a thrifty housewife, always a confiding ward. And this will so react upon the husband 'hat is love for his wife will grow so asto make it easy for the husband, with all his faults, to bear with all the infirmities of his "one and only" w ife. - __(\ K. Dooms, I). I>. A .Miraculous Psenpo. St. boui-JItepulic Pulaski, Tenn. May 15.?News reaches here from Veil, in the adjoining county of .Marshall, of the narrow escape from ft horrible death of the 16-mouth old child of M. M. Bivina. The child was in the front yard playing when it was picked up hy a large baUl eagle and carried a distance of about three-quarters of n mile, when the bird apparently had to rest with its heavy load. B. K. Coleman was hunting near where it alighted and the screams of the mother and the child attracted his attention to the eagle and he succeeded in killing it. Upon investigation it was found that the child was not seriously hurt. It was considerably scratched and bruised on one side, where the eagle's claws had held it. The eagle measured 7 A feet from tip to tip and weighed 10 pounds. Mr. Bivins, the father of the child, will send its claws and wings to the World's Fair with the history of the killingA >1 illion Friends.
