Mr. Chi Ids, the State Chairman of the Prohibitionists, now comes ont and very frankly defines his position in the following communication to the editor of 7'/o iSfafe, which will be read by many Prohibitionists, no unuDt, wit|i Home surprise. To the Editor of 7Vie State'. You have been pleased in your paper of the 5th to give editorial notice to u report that 1 had said that 1 "would vote for county candidates for oflico, with regard to their prohibition views only, no matter whether they wore Conservatives or Tillmanites, and upon the supposed statement you proceed to put to me the (pies ii<u> in substance, whether I would vote for the Tillnuinite candidates for the Legislature because they were Prohibitist, rather than for tno Conservative candidates because thev oppsed prohibition. W hilo admitting your right as a voter to question me as a candidate as to any matter which may come before the Legislature by whieh 1 may be elected, for its action, 1 think 1 might justly challenge your right to require me, cm a voter, publicly to announce who I intended to vote for on the ground tnat to admit it would be uttenv subversive of tho princi pie on which the ballot is founded. Again I might meet all the legitimate requirements of vonr notice as to the "report'' under consideration, by simply saying that I have never nt any time made such a state ment as the ''report" attributes to me. But as I desire that my position as a l'roinmuonist, ana my conception of the relation prohibition holds to the present Democratic campaign should he clearly understood, 1 shall use the occasion which your notice affords to make these points as clear as 1 can make them, adding a few reasons which appear to my mind to justify me in taking and maintaining that position. Prohibition, as 1 understand its relation to the present Democratic election, is the effort to secure the passage of suitable laws by the next Legislature to prohibit the manufac tare and sale of all intoxicants, as beverages, within this State. Prohibitionists include all who are in sympamy Willi tins viuw, anil the present organized "movbmeni," wliich was inaugurated by the prohibition convention which met here in May, seekR to unite the co-opera tion of all Democrats who are in harmony with this idea, nut </.s- a na/ ///, opposed to the Democratic party, but as workers within the Democratic party, using all legitimate means to secure the election of bitch men to the Legislature as represent their views 011 this question, without regard toother views which they may hold as Democrats. 1 was selected as the exponent of these views to announce and insist upon them 'throughout the State. I have been over a great portion of the State, and in accordance with the purpose of my selection and mission 1 have called imon all Demo I cratfi, whether Conservative or Tillmanite, to aid us in olocting a Legis latute in favor of "Prohibition." We do not propose to interfere with State or county officers, nor huve i iu> a Prohibitionist in the least attempted to build up a new party or faction, or to destroy any now existing within the Democratic party 'Ibe Executive Committee of the Democratic party?its highest authority under the convention?lias deoleared that its voters shall have the right to test their relative stren | gtli ,4forv and "against" prohibition in a separate box provided for that purpose at the first primary election, and that they may question the candidates as to their views on this question, to the end that the prohibition vote of the party may be intelligently cast. In pursuance of this right, thus guaranteed by the Democratic party in South (Jarolina to all its voters at the primary election, I frankly state that I shall exercise my judgement in voting for State and county ofliwrs without regard to whether the candidate is in favor of prohibition o? against it; but I shall, in accordance with my own conscience, vote for any candidate for the Legislature who is a declared Prohibitionist, although he may be oti the Tillman ticket. This I shall do as an indi vidual voter, according to every Prohibitionist the same right to do otherwise, without imputation of his loyalty to the cause. If the primary system forbids me thus to exorcise a free choice among candidates, all of whom, by the very W * HO conditions of the election, have an equal standing as 1 >einocrut8, then I have entirely mistaken the object of J the primary, and the arrangements to test the question of prohibition ! by its means will bo entirely frustrated. Regarding, as I do, prohibition to be the paramount question now hefore the people of the State, 1 would ; not bo truo to my conviction of duty ' as the representative of the move- , ment, or consistant with what ?s Chairman of tho Prohibition Execu tive Committee I have urged upon ' others all over the State, if I should pursue any other course, and 1 would J justly lose all claims to tho respect and confidence of the large body of my fellow citizens with whom I am acting in this matter. Much be added to fortify tho position I imve taken as enr'neatly Detn- j ocratic and conservative of the best interest ami rights of tho party, but it is sufVicicnt for the justification of my course that it seems right to me as a Christian citizen, earnestly dcsircous to elo that which is rig lit in the sight of God, and therefore f shall pursue it to the end, hoiveyer misunderstood by friends or misrep resented by foes. In conclusion, permit tne to say that my time is too much engrossed by the more important work which my duties as ohairman of the executive committee impose on tne to notice any further assaults in this way and I shall leave any vindication of my course which may he necessary, to the voters of the county, resting in the cot ciousncss that I have endeavored to serve them faithfully in i the position with which they have j heretofore honored me, and if they fail to stand by me in ill is struggle for preservation of their homes and altars, their's will ho the responsibility.
