St. Lot is, April 1.?Information from what is known us the Laconic Circle, a section of country between Helena and Arkansas City, which is practically surrounded by the Mississippi and White rivers, is to the effect that the people there arc in a deplorable condition. The water poured over the levees on both sides, and three hours the Circle was tilled even with the surface of the rivers, The water averaged eight feet deep. This occured so suddenly that the people had no time to do i.i.: nn i 1 uiiyiuiiig. i neir nouses, stock and everything else they owned was in the water and in some cases swept away before they realized what had happened. Citizens of Helena sent the steamer Hons Coombs down there last .Thursday as a relief boat to aid the people. A correspondent on board writes that when the steamer arrived at the Circle a number of houses were found blown of their blocks, or stilts, and j others were badly careened. These houses are now packed with people, hundreds of persons being ir. some of them. The Coombs took Helena 131 persons and 110 cattle. Hen Tillman is marching to the Executive chair of South Carolina as the nominee of an independent movement in South Carolina policies. In a previous editorial we attempted to stale exaotlv'our position upon this ipms tion, and if our readers will remember we said that there was nothing to prevent, or we saw no harm whieh conbl result from a meeting of the character of recent convention, pro- } vided it did not go to far. Too form- 1 ulate iu the shape of resolutions or platform the grievances of those who were dissatisfied with our present government, is a right guaranteed under the constitution, and would not he out of place if presented to a regular Democratic Convention, hut when is attempted to force a nominee upon the Democratic party in advance, when the party, as such is not repre scnteu, wo think that no other words can l?o used which will more forcibly express the meaning than to characterize it as an independent movement <'apt. Tillman and his Lieutenant, Mr. G. \V. Shell, were the masters of the situation since they had a chairman who would make Tom Keed blush as a parbnientarian, and they used it to the advantage. Kor five years ('apt. Tillman says he has been working for the interest of the farmers and only desired an appointment as trustee of an Agricultural College as his reward, yet we find him preparing a platform which he carried in his pocket to Columbia and boasting that not a dozen words were changed; and while professing to refuse the crown, makes the insistent statement that lie was the only man with brains and judgment enough to successfully meet the forces at Philini and earrv out. the re forms which he himself dictated. For live long years he had been only working for a trusteeship, when refusing absolutely the nomination he might have be.cn a hero. Was it 1 out and dried? How else could it have been accomplished? Suppose for instance, that all those who were 1 not in svmpnt'-v with thcconvention 1 (and about one half of the convention we do not doubt would join) would call a convention and do as has already been done, the split in the Democratic party would he complete. We lufve too much faith, however, in the good sense and iudflroment of our people to believe for a moment that the "suggestions" will he supported. It is a matter which appeals to every true Democrat, and it is our earnest hope that Tillman and Tillinanism will be forever buried by the Democratic Convention.
