New .VoitK, September 24.?A number of distinguished visitors to this country arrived at this port early this morning on the City of Para, being the delegates to the coming International Congress from various Spanish-American countries. Secretary Maine was expected to meet the visitors at tho Barge oftice, as the Congress is one in which ho takes great interest, it is said, but he did not nppoar, possibly on account of the extremely early and unexpected hour. The delegates were met at quarantine by reception committee and were taken on board the revenue cuttnr MmilmUnn (Iliac 1? li'lont of this city, commissioner to the International Congress, acted as mas ter of ceremonies. Mr. Blame is en route to* attend the wedding of Km moits Blame to Anita McCormick, at Hichfield Springs, lie loft at 10 o'clock this morning. The delegates are l)r J nan to Castellanos, delegate from Salvador; Dr Joaquin Arrita Rossi, attache, and Samuel Valdieso, secretary: Sen or Juan Francisco Velarde, delegate from Bolivia; Alciefia Des Velarde and Mariano Velarde,attaches; Heron* into Zellaya, delegate from Honduras, and K. C. Fiallos, secretary. In reference to the coming Congress Senor Zellaya, from Honduras, said: "Our people are very enthusiastic over litis International Congress, and expect many advantageous results from it. Wo wish to develop our mining and agricultural interests, but our mines are what wo want to see in operation as soon as possible. We need railroads and an enlargement of our commerce with foreign countries, especially tho United States. All classes in our country desire closer relations with your people." In speaking of the present foreign trade of Honduras, Senor Zeliaya said that it was now controlled by Kngland and France, and that these countries were reaping all the benfit and were opposed to the opening of all South American countries by other than themselves, and that one main result hoped for by .his country inej' ^rpm this Congress was the ?ure ciiei>ii'fl^x >?f Sonor Juan Franciso Velarde said in regard to Hoiivia: w We wish to develop our mining and agricultural interests. Mining is our principal industry and always will l?e. Wo have rich gold and silver mines; our copper mines are eijual to any, and wo have one of the richest tin deposits in the world. Kngland monopolizes tho trade of our country, and of course will not advance our industries to tli > injury ' of her own. Now, if American energy, capital and mode of development could lie introdu ted into our country it would soon work u wonderful change. What wo wish is to have tho Unitod States bocome our principal commercial connection. Wo have just finished building a railroad from Autofogasta to lluanchica, and it will shortly bo extended to Pruro and Laps/., the capital. Plans are being made for building a railroad from Papa/, to Pruro. If this is done it will make a most complete circle of railrords. The building of theso roads has done much to open tlx* country, but we need an enlargement of our commerce in order to givo them freight to carry." Sine the death of Mrs. K. 15. Hayes and Mrs. John Tyler there remain but four women living whose husbands have been President of the United States?Mrs. .lames K. Polk, Mrs. I'lyosscs S. Grant, Mrs. James' A. That fine old farmer Jermiah Husk, who presides over the Department of Agriculture, pauses long enough from his profound struggle with intercullural tillage, fungicides, peach curl, apple scab and bean tests to remark that the United States government is going to make the sorghum sugar industry a success* Here is a matter that interests every person in the country. If the manufacture of sorghum sugar can bo made to pay private enterprise it will kill ?I - - - ' uie sugar trust as Julius Umsar. .lust now the factories in Kansas, which have taken the place of the government's experimental station, receives aid from the pubic treasury. Agents of the Department of Agriculture carefully watch the operations of these factories and report the results. If the process can bo reduced to certain economical basis it will solve a tremendous problem and give the people cheap sugar and in such quantities that the market cannot be cornered. Sorghum is a Chinese sugar cane the seeds of which were obtained from Franco by the United States Patent Office and distributed gratuitously in 185b. Latter on Orange Judd of New York gave away twentylive thousand packages of it to American fanners. The plant can bo cultivated in most of the States. Secretary Husk is about to personally inspect the sorghum sugar factories. lie will thou bo prepared toj recommend an adequato appropriation for the coming year. Congress set | asido oighty thousand dollars for this purpose last year, and it is announced that over three hundred thousands pounds of sugar were profitable manufactured at Fort Scott in twelve months. The whole question is still in the | region of empiricism, and it is rather discouraging to know that the' factories must be subsidized, but if there is n fair change of success we I believe that Secretary Husk should receive all the aid that Congress can reasonably extent. The trial of Deputy Marshal Nagle on the charge of shooting Terry while in the act of assaulting Justice Field of the United States Supreme Court has raised an important question of jurisdiction. Judge Sawyer, before whom the case was tried in San Francisco, decided that it was a case for the United States, and not for the State courts. Ho took the novel ground that wherever a Federal judge may be, if in the dischange of his official duty, ho is under the protection and within the jurisdiction of the United States. Deputy Marshal NHgle, who had been ordered to protect Justice Field from a possible attack by Terry, was held to be in the line of his duty when he shot Terry. The action itself may bo considered justifiable by most persons, but tho right to try the case in a court of the Knited States is held to be in violation of the prerogative of tho State of fulih rono, and an appeal hss been taken to the Supreme Court.
