A a the time i’or the meeting of our Legislature is thawing near, U may not be out of place to make a lew remarks by way oi suggestion upon maiteis of reform, which will probably come before them, and upon which the public may reasonably expect them to act with wis dom and promptit tide, so that the busi ness may be got through with and the eessison not unduly prolonged. One ol the fi:st and most iniportaut questions to the taxpayer is to obtain a thorough and entiro reform in the county government, which can be done by a change iu the Constitution so as to abolish the office or Board of County Commissioners, which from the frauds and viliany worked out under it in every part of the country may wi 11 bo called the Beard of llascaiity. This should bn wipel out at once, and along with it the office of Auditor, the evil workings of which have been almost if not equaiit^, as great as that of the County Commis-, sioners. Both of these offices were Radical creations, gotten up and forced upon the pe'pie for the purpose of extortion and fraud, to fill the pockets and Anther the ends of the head rascals and thieves a! the Capital. In piool of this, we h.-.vo only to look over the Slate and everywhere we find the same complaint. Many have filled their pockets and run away, as was the case with a former Auditor of Aiken county who is now in hiding from the officers of j ustice. And others who did not run, if they get their deserts, after the commission appointed to exam ine into county frauds shall Inyo made their report, will probably Sod their way to the Penitentiary. We might go into particulars of proof, but tho in stances aic too numcrons and too well known to require it. If that does not work, we can plant tho whipping post and try the lash. Another evil which the people look to the Legislature to abate is the Trial Justice nuisance, which institution, as it now stands, is only an expensive farce. This obnoxious excrescence is alsu of lludieal origi:i,and only until quite recent ly did wc find any but (he most pestiferous carpet-baggers, negroes and seallawags filling the office. This nuisance above all should be abated. If it is nocoss.-ry to have town peace officers, or Ju.-tices of the Peace, as wo suppos# it^^oget h- er with a County Judg(, let tlT? elected by the people, and then we wiF be sure to get the best men—men worthy and capable of tilling the office. These rules were adopted by the Convention, and go into force when the campaign o! I-78 shall open. Mean while it is pro vided that the present county executive committee shall continue in force until the first meeting of the ooauty conven tion under the new rules. In other re spects the rules show what was the sense of the State convention, and will be a valuable guide to the party. Under these rules there can be both unity and uniformity of action in the next can vass ; OUOANIZAXION OP PBECINOT AND COUN TY DEMOCRATIC CLUBS. Article 1. There shall be one or more Dcmoctatic Clubs organizad iu each election precinct, each of which clubs shall have a distinct title, “The Democratic Club," and shall elect a president, one or more vice-presidents, a recording and a corresponding secre tary, and a treasurer and shall have the following working committees : A com mittee on registration, au executive com mittee and such other cunmititcs as to each club may seem expedient. Art. 2. The meetings of the club should bo frequent after opening ol the canvass, and some member of the club or invited speaker deliver au address at each meeting of the ciub. Art. 3. Tho president ofcall have pow er to call an extra meeting of the club ; and members shall constitute a quram for the transaction of business. Art. 4. And if any vacancy be occasioned by death, removal or other cause, the com mitt cc shall have power to fill the vacancy. Art. 12. When the State Democratic Ooaventioti assembles, if shall he called tj order by the chairman of the State Executive Comuiitte., shall elect a tem porary president, and shall proceed immediately • to tho election oi permanent officers and tho transaction of business. The conveniion when it has concluded its business, shall adjourn note <Uc. And when a convention is called by the Executive Committee, such convention shall be composed of newly elected delegates.
