In .Ter. xv, 1, Moses nod Samuel ' uro associated ns men mighty in prayer. God told Abiineloch that Abraham would pray for him and thus bring blessing to him and his houso (OOH. XX, 7, 17) ; and Abraham's in tercession for Sodom (Gen. xviii, S0-3!l) is a memorable occasion. It is to bo feared that much prayer is simply saying words, but thnt only is truo prayer which is asking from tho heart, in tho nimio of Jesus, for that which wo really desire for His glory. 0. "They gathered together, drew water, poured it out before tho Lord, fnstcd on that day und said there, Wo havo slimed against tho Lord." Tho pouring out of water sym bolized their helpless and penitent condition; they were os water spilt on tho ground, which cannot bo gathered up again (II Sum. xiv, l i); they hud nothing to plead but their guilt und their great need, and convinced of this they turn with fasting unto tho Lord, ?. It is surely truo that "Satan .tvombles when ho sees tho weakest saint upon his knees," and if ono praying saint makes him tremble a nation in truo penitential prayer must maleo him awfully afraid, so that we do not wonder that tho Philistines gather against Israel when thoy hem* that Israel have gathered unto tho Lord. It is not necessary to supi>oso that tho Philistines understood tho truo menning of Israel's gath ering, but tho devil understood it and ho in cited tho Philistines onward. 8. "Ccuso not to cry unto tho Lord our God for us." This was their prayer to Sam uel It is good to hear thom say "tho Lord our God," and thoy havo a right to say it now siuco thoy havo truly turned to Him, and Ho will undoubtedly provo Himself to IMJ "tho Lord tholr God," for Ho says, "Call upon mo In tho day of troublo; I will doliver thoo and thou shalt glorify ino." (Psalms 1, 15). In tho saino way Hezekiah asked Isaiah to pray unto God for Judah, whon they wero besieged by tho army of Sennacherib, and God heard (Isaiah xxxvii, .!, (J). Tho words "censo not" remind us of tho command to "pray without ceasing" (I Thes. v, 17), and wo roinomber that whon Moses' hands woro hold up Israel prevailed, and when they wer? lot down Amalok prevailed (lix. xvii, ll). tl "And Samuel took a sucking lamb and offered a burnt offering wholly unto tho Lord, and Samuel cried unto tho Lord for Israel, and tho Lord heard him." Tho burnt offoring typiflos tho saerlilco of tho Lord Jesus, who is all offerings in ono, tho only sacrifico for sin ; and reminds us that without shedding of blood thoro is no remission, and that only in tho nnmo nud by virtue of tho merita of Christ cnn wo draw near or como to God. Samuel did not approach God because ho was holy or trusting in his morita, but only as ono who behoved God and carno trusting in tho sacri fico; thus trusting ho carno with confldonco in God and wu;, heard. In I John v, l-l, 16, wo read that "This is tho conlldonco wo havo in Him, that if wo ask anything according to Ills will Ho hoareth us, and if wo know that Ho hoar us, whatsoever wo nsk, wo know that ' re havo tho potittons that wo desired of Him.? 10. "Tho Philistines drow nonr to battle against Israol; but tho Lord thundcv^l with a groat thunder * * * and discomfited thom." Tho Philistines may have thought that ns they conquered oven when tho ark was lu tho camp of Israel, so thoy would con quer now, but circumstances had changed, At that thno Israel relied on tho ark, and it was simply a battle between mon and men, but n<M* Israel was relying upon God, and it was a conflict botwecn tho Philist ines and tho God of Israel, and consequently thoy could not hut bo smitten. Thunder is tho volco of Jehovah (Ps. xxtx, 8, 4; Job xxxvii, 1-5; John xii, 23, SO) and whon Ho speaks in judg ment none cnn stand boforo Him, nil His onorate'i must fall. To Pr?vido for tho Fstablishmiht of Separate School Districts in thc Several Cities, Incorporated Towns and Villages in tins State, to Authorise the Leay and Collection of Special l'axes therein, and to-Au thorise the Levy and Collection 0/ Sjjecial Taxas in the Several School Districts now Formed or Hereafter lo ho Formed outside of Cities, In corporated Towns and Villages. SECTION 1. Bo it onactod by tho Sonate and House of Roprc sontativos of tho ?3tato of South Carolina, now mot and sitting in General Assembly, and by tho au thority of tho aamo : That for tho purpose of establishing and main tabling graded or othor publie schools in any city, incorporated town or villago in this Stato, such city, incorporated town or village desiring to establish and maintain tho sanie, and to receive tho bono, fits of this Act, aro hereby consti tuted and declared to bo a separate school district. SEO. 2. That tho voters of said school districts who return real or j porsonal property of tho value of I . ono hundred dollin-* for taxation, uro authorised to levy and collect an annal tax to supplomont any constitutional or othor tax for like purposes, and for ?aid purposes the | trustees of said school districts,! upon tho AV ritten request of majority of resident freeholders of | the ago of twenty-one years and ovor, shall call a public meeting of I raid tax payers at any time before J tho first day of June of each yaar, j which meeting must bo advertised 1 in a newspaper published in such city, incorporated town or village] once a week for two weeks, or pos ted in throe conspicuous places in such school district for said length of time, and when assembled said meeting shall have thc bower to I elect a chairman and secretary, to adjourn from time to time, to levy such special tax not exceeding] two mille, and to appropriate tho) same to such school purposes as a1 majority present shall see lit ; that no tax so levied shall be repealed1 at any subsequent meeting; that within ten (10) days after said meeting, tho chairman thereof shall furnish tho Board of Trustees of such school district and the County Auditor with tho amount so lovied,| and tho Auditor shall enter the same in his tax duplicate, and tho County Treasurer shall collect the same as other County and Stato taxes, such levy shall bo a lion on tho property in such district which shall bo subject thereto in ease of I default of payment, that said tax' so collected shall bo paid out by tho County Treasuror upon war rants drawn by the Board of lrua tocs, countersigned by tho County Srihool Commissioner: PI?OVIDEO,| That any surplus of such levy rc* mainingin tho hands of thc County I Treasurer at tho expiration of j any fiscal year shall be paid out as heroin provided and to be used for like purposes. SEO. 3. That tho voters of any school district now formed, or here after to be formed, outsido of cities, incorporated towns or villages in this Brate, who return real or per sonal property for taxation of the value of one hundred dollars, de siring to levy a tax not exceeding two mills for tho vises and pur poses hereinbefore mentioned in this Act, are hereby authorized and empowered to levy, collect and disburse such tax in thc same manner and noon tho sumo eon? ditions prescribed in Section 2 ol thia Act. for tho levy, collection and disbursement of tuxes foi sep?rale school districts in cities incorporated towns or villages in this State, provided that this Act j shall not interfere with any school (district which has heretofore boon created by special Act. SEO. 4. Each tax payer, when he pays any tax for school purpo ses voted under the provisions of this Act, shall have tho right to designate to which school in his district he wishes tho money paid hy him, to go, and tho Trcasurei shall keep a note of such deRigm tion, and tho money shall bo ap plied as thus designated. Wher no designation is made by the taxpayer at tho timo of such pay ment the nionoy shall bo expon dod as other school funds in such district. SEO. 5. That it shall bo tho du ty of the County Bonni of Examin ors, as soon as tho written request provided for in Section 2 shall ha\ [icon made, to appoint three free holders in said school district 01 districts to act as Trustees thercol SEC.
