We have today a larger, and

has ever possessed. Property,
within the last uecade has ad
vanced by leaps and founds, it
being assessed more than $50,
000,000 higher than it was at the
bngiiiuing of the decade.
This oeing the case, wo must
looic deeper for the cause. It is
e.is'ly found, and consists in the
fact that wo have daily grown ;
more extravageut along all lines,
aiid especially along the line of
legislation. The average logis
la tor follo'ws his leader, and un
fortunately, a majority of these
leaders have too large ideas in
respect to appropriations to
pome down to the sordid level of
necessity. That this condition
inust bo remedied speedily, and
appropriations reduced to n
normal basis goes without say

progress, when at least one.

An Ordinance.

Fiscal .Yen r finding April
30th, 1909.
(Special License.)
Be It ordained by the Mayor and|
Aldermen of the city of Camden. S. C.,
and by the authority of the same:
Sec. 1. That this special license or
dinance adopted by the city council,
on the SOth day of April. 1*08. for the
preeent fiscal year, and passed and or
dained as a special ordinance to raise
supplies for the fiscal year ending
April SOth. 1*0*.
That every person, firm or corpora
tion. encaged or Intending to engage
In any trade, business or profession
hereinafter mentioned, within the
limits of the city of Camden, shall
first obtain a license from the clerk
and treasurer, and all licenses herein
mentioned shall be non-transferable
and for the fiscal year. If not other
wise specially provided. And all an
nual licenses shall expire on April
30th. 1909, but may be revoked at
any time by the mayor or city council;
Sec. 2. All licenses for the year|
granted under this ordinance, shall
continue In force until the SOth day
of April next succecdlng the date of
Issue, and no license .except as pro
vided for by limitation, per diem or
month, shull be issued for less time or
rate than one year. The city clerk
and treasurer shall prepare a proper |
form to be Issued In each case.
Sec. 3. Applications for license of
all kinds shall be made to the city
clerk and treasurer and all fees for
name shall be paid to him in advance;
Sec. 4. No person, firm or corpora
tion shall be engaged In, prosecute or
carry on any business, occupation or
profession. hereinafter mentioned,
without first receiving from the clerk
xnd treasurer of the city, a special
license therefor. Any person or per
sons, corporations or associations fall
ing to secure such license shall on
conviction be fined not less than (S5)
live dollars nor more than ($100) one
hundred dollars or Imprisonment not
more than 30 days in the discretion of
the recorder.

trade, business or profession herein

are hereby levied for the current year
irom the 1st day of January, 11W8 to
the 81st day of December, 1 WON :
A tax of eight (8) mills on each and
every dollar of real and personal prop
erty within the corporate limits of the
Cit.v of Camden, 8. C., on the 1st day
of January, 1908.
See. 1. That nil able bodied male
persons between the a?cs of eighteen
and ilfty years, residing witliiu the
Corporate limitsof thcCity of Camden,
S. not exempt from road duty under
the laws of the State, shall work the
streets, ways and bridges under the
direction of such overseers a* may be
appointed for such, a space of tune
not exceeding six ((I) days in one year.
Provided: That at the time of re
ceiving the notice any person may pay
to the person giving such notice three
($8.00) Commutation, which shall be
received in lieu of the work, and that
any person refusing to work on said
streets or to pay said Commutation,
