Bio Janerio, By Cable? The Braail ien police have discovered en anareli ietie plot here, having as its object the destruction of pert of the Ameri can fleet now lying in the harbor. The conspiracy, while eentering in Bio Janerio and Petropolis, has ram ifications in San Paulo and Mines Garaes. - ' An individual named Jean Fedher, who resided in Petropolis, was the chief conspirator here, al thoqgh it is understood that foreign anarchists are deeply involved in the plot. Fedher is believed to have fired to Sao Paulo, and the police who know him, have beeu sent to that place for the purpose of apprehend ing him. One of the detectivea, who was well acquainted with Fadher, having served on the police force at Petroplis for some time, returned from that place, after having made investigations there and had a long conference with the chief of police at Rio Janerio. The latter gave it to be understood later that the Sao i Paulo police are on the track of the') arch-conspirator and expect to ar rest him soon. In an official note which the chief of police sen* to the correspondent of tho Associated Press, he says: "Some time before the arrival of the American fleet at Rio Janiro, the Brazilian government received from Washington and Paris advices that anarchists of different nationalties intended to damage one or several of the ships of the American fleet. The names and addresses of the conspira tors were indicated by information which the police here had received previously from France and Ger many. The police of this district are working with the police of Sao Paulo and Minas Geraes and I am sure every precaution will be exercised and the most vigorous vigiliance ob served both on land and at sea to prevent any injury being done." The chief of police, after having made this official statement, said thai he did not feel he should go into any further details with regard to the conspiracy, but he authorized the statement that the plot was organized by Fedher and he added that the peo ple of the United States could rest easy as nil of the conspirators had taken refuge in the interior. An yet the people of Brazil are ignorant of the details of the plot to do injury to the visitors, although there has been some slight inkling of the matter. The impression which the exposure of this plot will create here will be a profound one, because it is the first anarchistic conspiracy that has ever been known in Brazil. The police at Sao Paulo have sent word that they are on the trsck of the malefactor, who they declaro will not be able to come to Rio Janeiro. Want White Postmaster. Washington, Spccial. ? Among the bills and resolutions in troduced were the following: By Mr. Sherwood, of Ohio, to reduce the en* listed forces of the army after De cember 1st, 1908, to 36,000 men, 10, 000 of whom shall constitute an ar tillery corps for coast defense; and to reduce the field, line and staff of ficers correspondingly with the ex ception that field and line officers f jr ten regiments shall be retained, who shall be known as "emergency offi cers." By Mr. Floyd, of Arkansas, to pre vent committeemen or referees of any political party from selling their en dorsements for Federal positions and providing as punishment a fine not in excess of $10,000 or imprisonment foi not more than two years or both. After passing a large number of pension bills the House at 1 :25 p. m. adjourned until Monday. The Senate was not in session Fri day. Bond Issue in the Senate. The recent issue of bonds by tlio Secretary of the Treasury for the purpose of relieving the fi <aneial ?tringcney was the subject of an ani mated debate in the Senate. The dis cussion was precipitated by an in quiry by Senator Culberson and was participated in by Senators Aldrich, Tillman and Bailey. It resulted in an agreement to postpono further controversy until a statement can be received from Secretary Cortelyou. While the subject was under discus sion Mr. Tillman's resolution direct ing the finance committee to inquire into the operations of the Treasury Department was referred with his eonsent to that committee. The Senate passed Senator Till man's resolution calling on the inter state commerce commission for in formation concerning purchases by railroad companies of the stock of competing roads. * The unfinished business in the form of the bill to codify the criminal laws of the United States was placed be fore the Senate and the reading of the bill begun. ' State Bights in the House. Vigorous defense of States' rights in dealing with violations of civil rights or with special State elections where troops are called into service, served to enliven tho debate in tho House of Representatives in connec tion with the consideration of the bill to codify the penal laws of tho Unit ed States. A number of Democrats, mostly from the Southern States, strenuously sought by amend ment to reserve to the Slates them selves discretion as to tho qualifica tions of voters or of persons to serve on juries, and to limit the powers of Federal judges in certain cases, hut every attempt failed. Tho Republi cans presented a solid front and the votes all wero on party lines. Tho bill was still under considera tion when at 5.02 p. m. the House ad journed. The Pouri Codo Bill. The Senate xnd not receivo a reply from the Secretary of the Treasury to its resolution calling for informa tion concerning the financial situa tion, as had been promised and in its absence Senator Aldrich assented to the passage of Senator Culberson's resolution on the same subject. The resolution was adopted. The Senate passed a joint resolu tion reducing from $24,440,078 to $11,055,492 the war indemnity of the United States from China, growing out of the Hoxer disturbances in 1000. The remainder of I he session was devoted to the discission of the penal codo bill. In tho Houso. So persistent have been I ho efforts in the House of Representatives to amend the bill codifying the penal laws of the United States, that the committee on the revision of the laws consented to let down the bars, and as a result the measure was changcd in some important particulars. The pacific attitude of the committee in this regard served to modify tho op posing members. When the House at 4:50 p. m. ad journed there were pending a num ber of other important amendments. The portions of (bo bill which at tracted the most attention wero those covering Senators and Members, and the sale of endorsements or support for appointive public offices. It is to the amendments touching these questions that the House will devote itself upon resuming consideration of the bill.
