A WBCLAnODL In our patent outside of last week appears a letter from Boo. P, 6. Henderson announcing hie| candidacy lor election H the U. 8. Senate. We want to dlsetalm reeponslbilltj lor the publica tion of tills notioe, as, while Mr. Henderson Is no doebt all kinds | of a good man, we havent any Idea of Yotihg for, or support ing htm In Ms race for the 8c n ate. Our motto is "Let well enough alone." The crowd of applicants for Latimer's old shoes, so far announced, do not appeal to us. Trot out a stronger horse if you wsnt the support of THE PEOPLE, snd its readers, flumbug. There is not a man mentioned so far who can hold a candle to him. Of course 1m is a bit vague in the minds of many people on bis bobby for Government aid in tbe way of making good roads, but, lie ia right. Wbile we do not ourselves tbink that the time is exactly ripe for a scheme of this Hind to materialise, considering tbe state of the country, it will surely come. We are heartily |n favor of it now, but we know that we are ahead of the times. Tbe proposition reminds us of that miserable sewerage contract that ia now being put through in this city. It is supposed tbat the plant will coat the city $54 , 000.. Thia is a tax upon our peo ple tbat we consider absolutely it bout warrant or reason. We )iave in previous issues given pur reasons for this opinion, so there is no use to reiterate them. The similarity- of the two propo sitions, Latimar's tbe one, and purs, that we did not need sewer fige, tbe other is, is that Mr. ?*atiiner wants good roads, and the y. 0. Government to help inake them, this in the interest pt the general public. We want /rood street* and sidewalks for which our people will have; to pay, and would be glad to pay f n lieu of this sewerage plant for which we haven't the slightest peed. We venture to say that a macadem roadway from the Con federate moment on Main street to York Ureet on the South, and concrete paving on tbe principal thoroughfares of tbe city would have cost less than the amount that will be expended on sewer age, and would have been vastly fnore satisfactory to the citizens /tnd tax payers. On re reading the above, it strikes ns as rather rich that we jumped from the (J. 8. Senate to ?amden Sewerage, but the thing fitted Jn; so let it go at that. Yte write as we talk, and talk at live write and think. A BIT MJP1CROUS. fn Aiken oounty, Uiis Btate, fhere is a suburban rsaort called }iorth Augusta- The name is derived from tips fact that the /Savannah river only divides it from Augusta, tia., a bridge con necting it with the Georgia city, poring the prevalence of dryum *u a nupiber of counties in this , State, and a number of wetitm counties also, (which condition and situation still endures) tbe Jobbers of vrlnskey in Augusta did a ftorishing business witb Miuir ueighbors across the river, jM|d we heard no kick coming, jpow the whole State of Georgia jius gone dry (?), and we note f hat the pity of Agusta, through jtn council, has appointed a coin fnil tcu to wait upon our august ?>ody, Ll?? Lfrvm oar regular Corrnpbndent.^ The financial flurry at this writing appears to have about run its course and the car off the track ie on again and the trains ought to begin to move with speed and regularity from now on. It is neither {air nor just to call this excitement a panic for it was not. "Cluster? nation" Is a better and fairer word. Everyone stood dumb founded at such a sudden con uiton springing up in the midst of prosperity. * *' Former periodical panics bad their causes ? there was none for this; the productions were im mense, prices full, business good, before, all these were just oppo site. Prosperity was so general 90 days ago every one felt secure in having every dollar, doing double duty; people and dollars were all engaged in activities. Suddenly, and in the very midst of this, a bank became involved for a trivial cause, ??runs" be gan; other bank^, strong ones,' not knowing the extent the popu lace might become frigbteoedv fortified themselves by holding fast to cash on band i*nd all that, came in. This put the i *acrewsf'v so to speak on their connections the country over, and ere long, not only the United Stateq but foreign countries, felt the tight ness of the flurry and the longer this action of New York1 City Banks continued, 1 the tiTghier things became until they were almost unbearable. The reserve required by law of New York bauks is 25 per cent, of theif deposits and when a bank allows its reserve to fall below the percentage it cannot make new loans or discount^ till the reserve has been restored. As the funds held by the associa ted banks shrink therefore, a contraction of loans and dis counts to the commercial com* merciul community is fore shadowed. . This means financial embarrassment and explains the reason for. uneasiness as the minimum is approached. Fur thermore, the law may compel the bank to make good witlun thirty days or uccept the alter native of a receivership. A shrinkage toward the 25 per cent, minimum therefore meaus, if continued, more than a stop page of loans. It means also the calling in of loans; to meet the bank demand loss may have to be incurred by immediate sacri flee of the securities necessary to get the money. The calling of loans would have created a pauic such as this world has never seen. The thing lasted longer than it other wise would because of tho pros perous conditiou of the country, for it found every bana running on close margin, feeling safe in (doing so. The 9185.000,000 the banks usually are called upon to sup ply for year end dividends, if re quired this time in cash, would have played havoc. Wise ac tion relieved this by the cor porations arranging to use stock, scrip, etc., for dividends; tlie.se can be liquidated at leisure. The 00 day notice given at the beginning of the Hurry of sav lugs banks withdrawals was another cause of lengthening the suspense? at last f lie depositors w lir, SdlMMTt PJeeseallo^m^ ?pace for ? few. dots frpm^r town.
