The State regards the sale of whiskey as a very great evil; so much so it} fact that the govern ment forbids any of its citizens to engage iu the traffic under heavy peualties for a violation of the law, and yet the State itself goes into the business which it forbids to its citizens. Not only is this contrary to tl}e spirit of democracy, but a disre gard for the law.' Tl^e State has no moral right to engage iu commerce for profit at the ex pense of its citi/eus; if it does so it inculcates corrupt moral teaching and praptice, therefore I am opjx>sed to the State dis pensary on genqral principles. If liqijor must be sold lot it be sold according to law. The county dispensary is a sinion pure Democratic measure assuriug to the people the right to administer tliojr' own affairs in their p>vn way. But for the Senate the fcjtate dispensary would |iave been I closed. The Senate declined to hear thq voice of the people. As In business institution the dis pensary has been a miserable failure. 1 am in favor of liberal appro priations for the old soldiers.
