We call the particular atten tion ot every subscriber on a jTural route to the letter ot Hon. J. O. Patterson which we pub lish in full in this issue. You swill see very clearly that it rests ^argely with you whether- you wril continue to receive daily jService, or a * tri- weekly, or whether the service will be dis continued entirely. > It would be idle for us to urge upon you the convenience to you of the daHy service. Your mail Is brought - to your door every inorniug.or eveuing, thus keep ing you' in touch with the world At large daily, instead of, as formerly, giving you merely a ^glimpse of it perhaps once a week. You are brought in daily ^Contact through your news papers and other mediums of communication, such as letters, postal cards, circulars, &c., with .all manner of men, and your knowledge of them and things ' through the medium of a daily , mail, enlarges a hundred fold .your mental vision. ' ? Instead of a curso v insight ,into knowledge of matters of im portance to you, through your daily mail service, you are en abled to delve down into the depths of those - questions, and form an infinately more correct. Judgment of them. To be con "cise, you are made a better citi zen, which makes the Rural Route one of tliegreatost bless ings you at present enjoy, and which blessing will assuredly bo (taken away from you unless yon exert yourselves to maintain them. To make the contiuueuce of a route reasonably sure, the car rier should deliver not less than three thousand pieces of mail 'matter per month, the more pieces delivered, the greater your degree of safety. This, it seems to us to be not a difficult .thing to accomplish on any route in Kershaw county. Simply let every patron of a route get his neighbor interested, and make 'linn a patron also, and the thing is done. It may be well also for you to increase your own patronage. Subscribe to several more news papers. Don't give us that old .gag that you haveu't the time to 'read those you already take. .That is humbu'g. Take the time. In past years, before wo be came an editor, we venture to 0 say that we had less spare time on our hand}? than any farmer of our acquaintance, yet we sub scribed to not less than a dozen newspapers, and found lime to read them too, without neglect ing a single duty. What we did, others can do, and in the doing store up a fund of general know ledge that will make you of more value, not only to yourself, but to the community at large. I Have recently railed at the Depart ment with a view to ascertaining If such order had been issued, and while ? t is not true literally, the Department has outlined its policy which if carried into effect will imperil most, if not all, of t'?o rural routes In the Second Congressional District, as well as those of the whole State. The following is a copy of a letter wlncli I have received from the Fourth Assistant Postmaster General which fully explains the situation : "IIuii. James O. Patterson, House or Representatives : Sir. Referring to your call ?t the Department today, at which time you inquired as to the policy of the Depart ment relative to the discontinuance of rural delivery service, I have to say that the inspection of the service which has been instituted as with a view to ascertaining the cause for any adverse conditions which may exist, and the possibility or removing such con ditions. On discovering that there is ? lack of patronage on a given route, consideration is given first to (he pos sibility of increasing the interest in the service on the route; second, to the possibility or re-aranging the route to as to increase the patronage; third, to the possibility ol establishing every - other-day service in lieu 0r daily ser vice, and last to its discontmueiice where the conditions are such that the expenditure involved in the operation or the route is unwarranted. While ni) lixed rule as to the amount or mail which should he handled on a rural route ...as been adopted, still the Department reels that the average in ral route should handle threw thousand pieces or mail per month, with a pos sible minimum or two thousand, but the question or the discontinuance of the service on routes must in all cases depend upon the conditions as they V-s ua on such routes, and the expendi ture involved in operating the service on a given route might not be deemed warranted, even though the minimum <?r two thoiisaiiu pieces or mall per month were handled, where it was found that a considerable number of the possible patrons were not availing themselves or the benefits or the ser vice. Very respectfully, !'? V. DeUraw, fourth Asst. Postmaster General." So you will observe that when the possible minimum of two thousand pieces of mail are handled per month n the possible patrons or the route an nul availing themselves of the benefits of the service, the Department feels that the expenditure involved in the operation of such a roule would not he deemed warranted. While I am not mrorincd as to the number of pieces of mail handled per month along the several route.! in my District, I apprehend that if this poli cy is carried into el feet (and there is no reason to 8IIppoge ^ jf. wj|( ^ be.) a great number of the routes which are now receiving the benefits of a daily service will be cut down to ?n e very-other-day service, with a pos sibility of a tri-weekly or semi-weekly service, while some or the routes will be discontinued altogether. 1 desire to bring this matter to the attention or the people who are re- 1 living the benefits of this rural ser vice for the reason that I regard this service as one of the greatest blessing or the day II, the way of Government ????. is now time for the patrons of se routes, and those who might he patrons, to be "up and doing " "y this rural deliveiy service.' those who I, ye at a distance from the rail roads have been brought into close touch With their neighbors and the out side irorld. It has opened up an ave n ue of communication unheard os be fore. A rainier living five, ten firteei, from the railroad can have his daily piper delivered at his door I each patron or the route, who is abie subscribe Tor a daily paper; those who an not afford a daily can afford a semi weekly, or weekly, ?t least, ?nd in this way increase the patronage of the route.
