At Anderson, oil the 16th, ^Sen#tor Tillman g?v? to tbe pu.b die his views as to the remedies jbecessary to be applied to purse ?the (v. M. I., of poj|*ible turpi tude, and to figuratively place .it upon the dome of the Statu ^apitol as a model , institution. .''A light unto our foot, and u j)amp to our path." The following are, we believe (the salient features of the changes suggested by the Senator: ^jst. The State Board to coh ^ist of the Governor, the Attor ney General, and the Comptrol ler General, they to do the pur chasing, 2nd. Sealed bids in triplicate to be addressed to tho State /Treasurer, the Chief Justice of the Supreme Court of South Carolina, and to tlje Speaker of ^.lie House of Representatives, said bids to be opened during the session of the Legislature, and jtbe Contract awarded to tbe lowest bidder, him or they to jgive bond. .Jrd. (Jounty Boards to con feist of County Supervisor, the 'Mayor at'the county seat aud one member to bo appoined by ^lie State Board. 7th.. Election of dispensers by tlie people. it Now, us above stated, >vo be liev^' these to be the salient changes suggested by Senator .Tillman. Commenting upon them, we have this to say: Jst. We do not bolieve that ' the people of the great State of Souttli Carolina elects their 'Governor, their Attorney gene ral, or the Comptroller General tor the partial purpose of buy ing, and supervising the sale of liquor. *We elect these officials first, in pur judgemen*, the Governor to Veil and wisely govern, and to enforce all laws on the statute Ibook'ns far as within his Dower lies; the Attorney General to con strue such laws* us may be ^>rougl)t to his attention by tho various State officials, from Gov* fcrnor down, and to carefully safe* guards the interest of the State Wherever and whenever his le - gal services are requiredt anvl the Comptroller C?QMOr?l, to at tend to the financial end of the 49tat? gQVpyfljwirt, fcUmikJ these officers properly attend to their legitimate duties as outlined, Urit is all the people of the &t&to should ask of them. Think of XJov*ft*ti6j: Hey ward, or any other Gov^rnoi^ ^Qjaphofically slap iiiTig a whiskey 'drummer oq Vfoe back, and saying to him, "well, i>td' fellow, lam going to buy ?o wftuy gallons of liquor from you this ywr. Keep it uj> to the jnark, ofd \joy> or Governor kley Ward, as a member of the purchasing board, will have to report you to Governor Hey Warcf, GaVejpriqr of gou^h Caro JinA." 1 2nd- That q^e of those sealed bids in triplicate sftoujd bo hand Id to the Chief Justice of ^talte of &outu Carolina. Truly, *u the minds of gome, "How haveVha'tafglny fallen." 'J'he Hffic;e 6'f Cnte^' Justice c^f tyq fetate is"second ta'nono jn honor within our gift and we haug our jiea^ ' feb that Whisky ^Jiould be atU tnpted to be'placed on a pedestal beside the ermine. The purchase of Case goods to be rtUed out except as special ofders. We must con-; fees to a little liajtiness as to this recoulmendation. We do know this, however, iflhe same prevails, there will be more cuss iiigaad diboussingthe dispensary law at our 'Winter and summer resorts thaii was ever dreamed of in our philosophy.' The northern tourist simply will have his Hue whisky aud he isn't go iug to wait thirty days for it The visitor to the seashore wants something better, as a rule, than "XX," anil he will find a place to get it too. 5th. The recommendation as to blowing in the glass the kind and quality of liquors, does not cotnmend itself to us. Any dls. penser, if so inclined, can .refill XX" bottles from."X" whisky demijohns, and no one be the wiser. Oth. As to the composition of tlio County boards, we aie in hearty accord with Senator Till man, merely suggesting that the third ttycqiber of the board shall consist of the foreman of the Grand Jury, and not a man ap pointed by the State board. Rec commcndation 7th also meets with our approval. The system oC checkiug recommended is good, but not new. Taking this much expected of plan as a whole, we cannot for the life see how it call blow even a little enduring life into what is practically a dead corpse. Wipe the whole thing out, and begin again if you will hit on v. sure aud sauc plan. We want no more patchwork in ours. TO OUR PATRONS. During the past several months, we have in a number of instances, in a pleasant <vay called the at tention of our friends and pa trons to the fact that we needed money. Numbers of them have responded cheerfully to our call, or, the People would now be a thing of the past. Others, on tlio contrary, have not takon the matter so well, one or two of th*in even, paying up to date, and stopping the paper. Now, we want to say, that we never became offendod with a man in our life for asking for what wo owed him. When we had the money, we paid the bill with a sigh of relief. When we didn't have it the first time, wo didn't object to the second, the third, or the tenth call. When we got the money, our creditor got it, and we wero still as good friends as ever. Our expenses, over all, routrh ly calculated, amount to About $75 per month, every dollar of which must be paid in cash in woekly and monthly payments. Not owning a bank, or a running account with one, it will.readily be seen that to meet these week ly i*nd monthly payments, wo WUttt depend upon collections from ottr subscribers, our adver tisers or our job work. In other words, we must collect the ueeded amount trom either fifty of our subscribers, or its oquivolent from the three sources. This is the whole thing in ft nut-shell. A request through ft newspaper to help out the prin ter, even if ten times repeated should not, it seems to us, cause one half the erabarrasment that a single personal request would Oftuso an honest fellow, who at the time, didn't have the money. In oonoluaton, we will say, that in making the^e various little rhquests for money, there has Ween no intent on our part ta offend or wound. We merely wanted to avoid that, to us un? pleasant personal request. Hope, ing that thW will sujttoiently ex* plain without going into further detail, we are fleftpe0tful\,y? Messrs. J. W. Davis and C. B. Davis wore there, Mr. J. W. Davis being accompanied by his daughter. All the company sin cerely wished the father of the iamily many mere years of life, health and happiness. In this wish we heartily join, as we al ways fancied "Cousin Ed." On the return home, Mr. J, W. Davis stopped at Dudley, Ga., and stole a charming youug lady, a niece, Miss Leesi Davis. E Creed, who had fully worked up a mammoth excursion from Lancaster to Charleston, to run to-day, received notice a few days ago from the authorities of the Southern Railroad that the train would not bo allowed to run, owing to the quarantine regulations of Charleston. This entails a heavy loss of both time and money to Mr. Creed, and he wants to know *? where he is at."
