Who is the thief, or who are the thieVea ? It doesn't take one with a mental microscope long to locate them. ;We ascribe the present ruinous prices, first, to the misleading reports .sent ont by so-called experts in the tasking up and dissemination of cotton reports. This is an abom ination of the first water. These Cotton experts are, in our judg ment, nothing more or less than toxpert humbug*. A cotton expert becomes one feftfef he. has made one or two ludky guesses, ami a credulous public accepts them as '*the rale thing/' when as a matter of fact he probably goes wrong in his Calculations the next half-dozen Seasons, retrieving his reputa tidti by another lucky guess. Albng this line, we may also be fctyled an expert for during the pikst two seasons (uot the present One) we correctly sized up the Situation. Yet we are too bash ful to claim the tillo, for we cer tainly failed to make it good this season. Second, w& will take the Gov ernment reporters of the Agri cultural Bureau., If there was ever a fraud practiced upon the farmer, and other classes of our citizens this Government report business is it. We will go further and say, that Secretary Wilson is perpe trating almost a crime in pro indicating such nonsense in the wuy of reports us to the size of tlife present crop. He says that he based the same, (or) his latest t>artly on ginner's reports of the number of bales ginned; This, It is natural and right that he shoikld do, but let us exutrtine a little further into these wonder ful reports, through the medium of which our people are toulctml to the tt)iie of iriany millions of dollars. We do not state what follows as a fact, but we have heard from more than one quar ter that these experts in tubula^ tion take the ginner's reports from month to month something like this: The pinner, reports bales pinned for month of September 261 That goes in the re port alright. Then Bales ginned for month of October 508 Total .769 Now, what does this expert do, or is said to do ? He takes the total reported to November 1st, adds in the number of bales ginned to October 1st (261) and thus gets iu a grand total of 1,030 bales instead of 769 bales 4s a correct report should show. And so on to the end of the sea son. In oar judgment, no ginner, who has the interests of his pa trons at heart, as well as his own, should pay the leust atten tion to the requests for data or. the Subject from the agricultural Department. We notice that there is a move ment on foot in New York look ing to the formation of a syndi cate having for its object the maintenance of steady prices of cotton, in other words, ten cent cotton is to be the lowest price Accepted by the syndicate for any of the staple placed in their hands. The scheme doesn't im press us favorably. The buyers and speculators Will know to a bale how many bales are in the liands of the syndicate, and will base their calculations with tnutih greater accuracy than is now possible. At the same time, thto syndicate will not be in the business for glory, but for mon ey. Interest charges, while fairly reasonable as to a single Individual, will amount to an enormous sum as embracing the entire cotton growing belt. Delightfully palata ble refreshments were daintily served, and with this gathering as an initia tive the Matrons' Club has a season of veritable enjoyment before it. One of the most largely attended and delightful entertainments of the week was the Afternoon Tea given on Fridny from live td sewn o'clock, by Mrs. Frank M. Zruip in honor of Mrs. llurry Del'as* and the brides, Mes dames Burns and DeLoach, who as (titled hi receiving. According to a custom of several years standing, Miss Marie Zemp in vited a few of uer friends to a Watch I'arty , on the night of the thirly-flrat, and much pleasure was afforded tbe youthful guests in thus speeding the departing year and welcoming the new comer. Under the recent Act of the Leisls ture all persons having a gross income of Twenty-five Hundred Dollars or more are required to make a return of the name to the Auditor at the time of making their other returns. TIIE POLL TAX. The new Constit-uion which went in to full operation after the itlst of De cember* lH9f?, provides for a poll tax of One Dollar upon all citizens of this State between the ages of Twenty-One and Sixty years, excepting Confederate soldiers above the age of Fifty years. Parties making returns for the hsrul year 1006, will bear in mind this Constitutihnal provision and govern themselves accordingly. All returns must he made on or be fore the 20th day of February next. I cannot take returns after that datt as the other work of this office must go on.
