"We did not 4ttf& that it would be built on t^p site selected, for that depended entirely on whetlier the prop&^tjr owners accepted the oiler of the Commissioners Of $2,000 for ttie property desir ed, and ifiadfe titles to the same by Augpsi JkL the date of the next meeting of the Board. The fact tliiit there exists this uncer tainty as to acceptance of the offer of the Board, and the tend er to them of clear titles to. the property selected by the date mentioned, had given rise to the dampened hopes of those who are sd vacating the down-town alto Jtliati .after *11, they may land the winner. Speaking', not particularly for Ourselves, but for the majority of those wfco are interested in the matter, we think that we c$i\ safely pixy, the new court .house will riot bo built in d sec tion that will \lnquestionably be eventually the Northern bound ary of tiie manufacturing area of ,the city. The spUndid mercantile es tablishments we now have in .that section will coiitinue to ex ist and prosper* but new estab lish meiit^ of like character will not be erected there because of the building of one, or a doz en court houses in the vicinity. The demand of the people is for a court house up town, and if we are correct in our estimate of the representatives of the people on the Board of Commissioners, it xvill be built up town, either 011 the Salmond or-the Jail lot. T * 1 1 ? AN ACUTK CJtlSIH. There Is little reason foi* the rapidly growing belief that Cireat Britain and Germany will soon take a hand ih the Russo-Japan ese war. Russia has recently apparent ly roused the ire of the British lion by seizing a merchant ship of the latter with a man-of-war, the casus* belli being that the Wei/Jj^ut sliip, the Malacca, was carrytrig contrabahd of war to the Japanese. It seems thu?t this Russian ves sel had beOn passed through neu tral territory a couple of days previously as an unarmed ves sel, bnt she was anything but unarmed when sho seizod the British ship, In other Words, she had by trickery passed in spection as unarmored, when in xeality, she waft a full armored battle ship. The Ifritish governmou^, and what is taore to the point, the British press seems much concerned, and (boMi are talking war like gpod fellows. It may ho H pume of presumption on the part of this paper to draw abso lute conclusions in /natters of this kiud, for wo are the voriest tyros, but wo do say that Eng land will not go to wnr With Russia over the Malacca inci dent, and the little sido ploy by Germany along the same line, .should cot deceive anyone. Wo holier that all this'stuff was arranged by German Kmpo rer and King Edward at their recent meeting, and that it is done .entirely for the benefit of ^Jncle Sam, as now represented by Toddy Roosovolt, ? It is our firm belief that both J^>gland and Germany or their rulers are in in sympathy with Russia, but it scoops necessary to give the impression of sym pathy olsowhero, or absoluto taeytralljty. ' We are awatong witfi more or ions tranquility, the result bf our Presidential election. If Roose velt. is jtlectod, look out for h var on no small scale. It Is high time for our people to take a look over the field,Hufrj they find anything susjflttous 4n these motions, to call the par ties off. When we do become embroilec in the fracas, we cannot aflorc to have the cards already ttackec on ns. If there is any stacking to be done, let ns do lit This country wants no more pretense. Onr interests iti the Orient are vital, and they ate daily being jeopardised and injured. Election or no election, let us do something and not allow the selfish interests of a few poll* ticians to oatweigh the true in terests of tHe country at large. It is easy enough to biiild up a new politician on the ftiins of the old, but not so easy to re establish trade interests. A MATTER QP PRECAUTION In glancing over our notes, wo find that we hate mentioned the Kershaw Ouards as a Uttie compauy. As a matter of fact, it is not a little company, but any outsider observing the small number who attended the en campment, would naturally infer so. We are informed that the ros ter of the guards consists of more than sixty men* and yet barely thirty attended the most import event in the yearly history of the company* This too, at a season of the year when there is practically nothing to do in field, storo or work room, arid when it would seem that a week's outing Would be most pleasant* We, personally, do not feel sufliciently interested in the mat ter to malce much of a "knock," but we will say that if the fault of the recent small turn out of the Guards at the annual en campment, lies with the absen tee members, we hope that dur ing the doming yefcr? they will develop a deeper feeling of pa triotism, and cultivate that shoulder to shoulddf sense of upholding the hands of their of ficers. Without these two quali ties, you cannot have a good company, for your officers will grow tired of trying to make you what you should be, the banner company of the Statt. OUR WASHINGTON LETTER.
