We see that a Dr. Robertson of Blythewood says that Atty. General Lyon's opinion is not law and that he will pay no attention to it. N. B. This clause prevents a newspaper from securing advertising bus- i icess from any railroad outside the 1 State in which it is published,except on a cash basis. The general opinion i is that such a law is unconstitutional, ' but no steps have been taken to vest , it. The Columbia Record makes the 1 point that "congress can not constitutionally prevent a newspaper from exchanging advertising space for transportation, any more than the legislature can prohibit the country editor from accepting eggs in payment for subscriptions." Yet that is what congress has done. The Record suggests that it would be a fine thing for President Kohn "to arrange, for instance, with Col. John C. Lusk, of Charleston, for a free ticket to Seattle in exchange for space in The News and Courier, and then board the train and see what will happen. If the conductor puts him off, the press association c?n be charged up f with the expenses of the resulting * litigation. Then before long we'll r know what's what." It is the ght of every newspaper to give adertising for cash, or its equivalent, fid that is what they are not allowi to do under the rate law.?
