county, and the grand jury is inves
tigating.
The State has had indefinite re
ports about counties being victim
ized by bridge builders, and some o;
the statements have come so straighi
that there must be something c rooked.
In Lexington it is aileged tha
officials are implicated, but our in
formation regarding the methods o
procedure in other counties inclica
ted that the county officials wen
the innocent victims of a combine
of representatives of bridge builders
It is alleged that certain territory is
allotted to a certain concern, anc
that while a number bid on the
work in that territory, the represen
tative of the company to whem the
territory belongs is allowed to make
the lowest bid?at a tremendous advance
above the real value. In thai
way the business is divided, with
very large profits on every contract.
If the representative of a ct ncern
outside the combine "outts in" and
proposes making a legitimate bid,
he is bought off, or warned that if
he persists the combine will see that
he gets no business elsewhere.
Some time ago. when the letting
of a big bridge contract was advertised.
The State armed a detective
reporter with plans, intending to get
at the inside of the hold-up game if
it existed, but the opening of bids
was indefinitely postponed.
While the investigation is being
