Governor Cooper paid a glowing tribute to the part South Carolina had in the great war.The State had always responded nobly to every call. The only charge which could be justly J brought against her was that she had j J failed to make adequate provision for the education of her own children. At j the last session of the general assem- j | bly approximately $400,000 more than j nad ever t>een apropriatea naa uee? provided for the comomn schools, and he had yet to hear the first word of criticism. "You can not impoverish aj people whose taxes so for a good j ! cause." he said. He favored thei creation by the general asesmbly of aj State scholarship loan fund for worthy! but indigent young men and women, i who would be allowed to go to any!' school of their choice and to pay the m,oncy back to the State when they had finished their studies. The gov- j ernor said he didn't care to what:1 rehcol he sent his boy. just so lie knew the character of men the particularj( institution sent out. i' Governor Cooper was pleased with, the recent action of the board of trus-j i tees of the University of South Caro-1 ; lina in esetablishing a chair of Bible j I and making its study compulsory forj i every student. He thought the Bible should be taught'to every pupil in the! j common schools. fQr if Chirstianity j meant anything:, "and it means every-J ! . | thing:,** education without it was lu-j tile.
