CONGRESSMAN F NOW ON FA ^designation Took Place August 1, After 18 Yeahs Service?Universal Regret Expressed by Colleagues? Thanks Constituents. (By P. H. McGowan in The State.) Washington, D. C., Aug.l. ?Asbury Francis Lever, for 18 years a repre sentative from, the Seventh congressional district of South Carolina, at 1 o'clock this afternoon ceased to he a member of congress. In the presence of Mrs. Lever,, little Mary Catherine Lever, Senators Smith and Dial, the entire delegation from South Carolina at present in Washington -with a number of the agriculture committee of the house and other members of congress, Assistant Secretary Shouse; Judge Lobdell of the farm loan board, and friends from South Carolina in Washington, including B. Hart Moss of Orangeburg. First Assistant. Secretary Leffingwell, as master of ceremonies, had the oath of office administered to Mr. Lever, who thereby became a member of the farm loan board to fill a vacancy of five and a half years creaied by the "resignation of Herbert Quick, a noted magazine writer and studert of farm economics. Shortly before noon today Congressman Lever dispatched the following telegram to Governor Cooper: N "I hereby tender my resignation as a representative in congress from the Seventh congrerssional district of South Carolina to take effect August 1, 1915." Immediately upon the convening of the house, through friends, he placed in the hands t>f Speaker Gillet. the following letter: '"I have this day tendered my resignation as a representative in congress from the Seventh congressional 'district of the State of South Carolina to the governor of said State, the same to have effect August first, nineteen hundred and nineteen." When Mr. Lever was asked if he desired to make any statement, he said: "I only desire to express to my ? friends in the Seventh congressional district, and the State, my deepest and sincerest appreciation of their long and continued confidence in me. I have tried to serve them with fidelity and earnestness. I leave sendee to enter into a field of larger usefulness for them and the country at large. I want to express my thanks?it is more than thanks?I can not describe it, to each and all whose confidence in me through the years has remained steadfast and unshaken, and to say that until my successor is elected I wish the people of the district to know that as far as it is possible for me to do it I shall be more than happy to attend to their wants, and they may reach me by addressing me in care of the farm loan board at Washington."
